Officer’s Report
1.0 Description 1.1 The proposed application 21/01315/B for the installation of ground mounted solar panels and timber fencing was approved on 01/03/22 subject to 4 conditions some of which required submission of additional information prior to the commencement of works.
1.2 This report is specific to Condition 4 which the applicants are seeking to discharge.
1.3 Specific wording of the condition as follows:
"C4. No development shall commence until a programme of archaeological work (including excavations where required), relating to the location of the array hereby approved and

23/10053/AIR associated cable runs, has been submitted to and approved in writing by the Department. The programme shall indicate the degree of supervision by a suitably qualified archaeologist. Development shall be carried out only in accordance with the approved programme.
Reason: To ensure that any minor outlying features potentially associated with the site of the burial cairn north of the array can be recorded at the commencement of the development, in accordance with Strategic Policy 4."
2.0 Proposal 2.1 The applicant's agent have now submitted a programme of archaeological work which includes method of work, and associated cable runs relating to the area of work and an application. As the programme of archaeological work was written by Andrew Johnson who is the archaeologist for Manx National Heritage we are unable to consult with Manx National Heritage on the programme however after discussion with the case officer we are happy with the level of detail in the report.
3.0 Recommendation 3.1 In this instance of the submitted programme of archaeological work and after consultation with the case officer, who are happy with the level of detail, it is deemed sufficient to achieve the desired outcome and would be satisfactory to discharge the planning condition 4 of application 21/01315/B.

I can confirm that this decision has been made by a Principal Planner in accordance with the authority afforded to that Officer by the appropriate DEFA Delegation and that in making this decision the Officer has agreed the recommendation in relation to who should be afforded Interested Person Status.
