Form AIRC22.0
P.A. No. 21/01315/B: Mr G Kirwan - Installation of ground mounted solar panels and timber fence, Field 314194, Ramsey Road, German.
Application approved 1^{\text {st }} March 2023. Condition 4. No development shall commence until a programme of archaeological work (including excavations where required), relating to the location of the array hereby approved and associated cable runs, has been submitted to and approved in writing by the Department. The programme shall indicate the degree of supervision by a suitably qualified archaeologist. Development shall be carried out only in accordance with the approved programme.
Reason: To ensure that any minor outlying features potentially associated with the site of the burial cairn north of the array can be recorded at the commencement of the development, in accordance with Strategic Policy 4.
Due to the small scale of this development, Manx National Heritage will undertake an archaeological 'watching brief' during the excavation of the service trenching required for this development.

In response to the planning condition I can confirm that
The following points should be considered in conjunction with the above plan.
The red line indicates position of the service trench.
The blue circle marks the location of the burial mound. An existing fence-line running WNW - ESE and visible on the photograph separates the land containing the burial mound from the development site.
No heavy vehicle movements will take place across the land containing the burial mound and defined by the fence-line described above.
Construction staff will be fully briefed regarding the archaeological sensitivity of the area and of the principles regarding the need to avoid its disturbance or destruction.
The archaeological works will be supervised by a suitably qualified archaeologist (Andrew Johnson, MNH), and shall be as follows.
Excavation shall be undertaken in two stages: the first will involve the removal of ploughsoil using a mechanical excavator fitted with a toothless bucket, to leave a clean surface on which to observe and examine any archaeological features surviving below the ploughsoil.
The second stage will comprise the excavation of ground to the depth required for construction purposes and may utilise a bucket, either untoothed or toothed, as required by ground conditions.
Trenches will be open for the minimum time required for any archaeological recording and the laying of services, and at all times the site, which is on private property, will remain secure from public access.
Any archaeological features identified in the course of the excavation process will be surveyed and sampled as deemed appropriate for the creation of an archive.
Any data and archive will be deposited with Manx National Heritage.
The above works will in my professional view allow for the appropriate recording of any archaeological remains disturbed by this development and be sufficient to meet our concerns as expressed in previous correspondence with DEFA in the course of the planning process.
