Officer’s Report
1.0 Description 1.1 The proposed application (22/00827/B) for the demolition of existing detached house and the building of a replacement detached dwelling was approved on 29th March 2023 subject to 14 conditions some of which required submission of additional information prior to the commencement of works.
1.2 This report is specific to Condition 11 which the applicants are seeking to discharge.
1.3 Specific wording of condition 11 is as follows:
"Development shall not commence until a programme of historic building recording of the buildings affected by the development has been undertaken and submitted to and agreed in writing by the Department. The programme of building recording must be undertaken in

23/10048/AIR accordance with Level Two as set out in Understanding Historic Buildings: A guide to good recording practice.
Reason: To ensure and safeguard the recording and inspection of matters of archaeological/historical importance associated with the building/site that will be lost in the course of works."
2.0 Proposal 2.1 The applicant's agent have now submitted a Programme of Historic Building Records satisfactory to Level Two Building Recording set out in Understanding Historic Buildings: A Guide to Good Recording Practise which includes a list of interior and exterior photos taken along with a plan of the building showing directions said photos were taken from.
3.0 Recommendation 3.1 In this instance the submitted Programme of Records, after discussion with the Registered Buildings Officer who is happy with the level of detail provided, it is deemed sufficient to achieve the desired outcome as recommended by the case officer and would be satisfactory to discharge the planning condition 11 of application 22/00/827/B.

I can confirm that this decision has been made by a Principal Planner in accordance with the authority afforded to that Officer by the appropriate DEFA Delegation and that in making this decision the Officer has agreed the recommendation in relation to who should be afforded Interested Person Status.
