SATISFACTION OF CONDITIONS 11
1.0 Description 1.1 This approval was granted on the condition, inter alia, that:
C11. Preliminary Roost Assessment
Prior to the demolition of the buildings on site, suitable checks for nesting birds and roosting bats must be undertaken by a suitably qualified ecologist with report submitted to and approved in writing by the Department. If either are present then the works must stop and advice be obtained from the Ecosystem Policy Team.

23/10029/AIR Vegetation removal should ideally take place outside of nesting bird season. If this is not possible then thorough checks for nesting birds should be made first and if present then works must stop and can only recommence once the birds have finished breeding.
Reason: To provide adequate safeguards for the ecological species existing on the site.
2.0 Proposal 2.1 The applicant has provided information to satisfy this condition: notably, an Ecological Survey of the Buildings on site by Manx Environmental Services, which shows:
i. Details of assessment for birds and bats within the buildings on site. ii. Findings during the site visits; and iii. Recommendations for future works on site relating to birds and bats.
2.2 The Ecosystem Policy Officer has provided a written statement via an email dated 15 may 2023 which confirms that the submitted survey report is sufficient and would satisfy condition 11 of the approval.
3.0 Recommendation 3.1 The survey of the buildings and site to assess for the presence of roosting bats and nesting / roosting birds satisfies condition 11 of the approval although this condition will not be fully satisfied until such times as the works indicated on the survey report has been carried out in full and retained as such.

I can confirm that this decision has been made by a Principal Planner in accordance with the authority afforded to that Officer by the appropriate DEFA Delegation and that in making this decision the Officer has agreed the recommendation in relation to who should be afforded Interested Person Status.
