The Ecological Technical Notes prepared by Manx Wildlife Consultancy and dated January 2023, Tree Planting Plan (Drawing No. PP-170123), Tree Planting Proposal (Pre-Felling Risk Assessment) prepared by Manx Roots and dated January 2023, and Letter from Manx Wildlife Trust Conservation Officer dated 13 February 2023 would satisfy Condition 7, 8, 9 and 10 of the approval. However the conditions will not be fully satisfied until such times as the works indicated on the documents and plans have been carried out in full and retained as such.

SATISFACTION OF CONDITIONS 7, 8, 9 & 10
1.0 DESCRIPTION 1.1 This approval was granted on the condition, inter alia, that:
C 7. Updated Tree Plan No development shall be commenced until an Updated Tree Plan prepared in accordance with the recommendations of British Standard BS5837:2012 (Trees in relation to Design, Demolition and Construction) has been submitted to and approved in writing by the

23/10018/AIR Department. Such a scheme shall include details of all trees and other planting which are to be retained; a planting specification to include numbers, species and positions of all new trees and shrubs; and a programme of implementation.
Any retained tree which within five years of the approved development being occupied or completed (whichever is the later) dies, are removed or become seriously damaged or diseased shall be replaced by a similar species, of a size to be first approved in writing by the Department, during the next planting season or in accordance with a programme of replacement to be agreed in writing with the Department.
Reason: To safeguard the existing trees and planting to be retained within the site.
C 8. Pre-Felling Risk Assessment Prior to the removal of any tree on site, a Pre-Felling Risk Assessment by a suitably qualified ecologist shall be submitted to and approved in writing by the Department, as the trees on site were found to have potential roost features for bats.
Reason: To provide adequate safeguards for the ecological species existing on the site.
C 9. Bat and Bird Box Plan The development hereby approved shall not be commenced until a Bat and Bird Box Plan have been submitted to an approved in writing by the Department.
This plan should provide details, including the specifications and location of 1x bird nest brick suitable for common starling on northern elevation of the building and 1x bat box suitable for crevice roosting species on the southern elevation of the building.
The Bat/Bird boxes shall be retained thereafter.
Reason: To provide adequate safeguards for the ecological species existing on the site.
C 10. Precautionary Working Method Prior to any works (including site clearance) commencing on the site, a Precautionary Working Method Statement for lizards, breeding birds and Schedule 8 plants, written by a suitably qualified ecological consultancy, shall be submitted to and approved in writing by the Department.
The statement shall include the provision of a new hibernacula feature for lizards in a sunny spot close to a boundary hedge or wall.
The development shall not be carried out other than in accordance with the submitted Method Statement.
Reason: To provide adequate safeguards for the ecological species existing on the site.
2.0 PROPOSAL 2.1 The applicant has provided information to satisfy these conditions: notably, Ecological Technical Notes prepared by Manx Wildlife Consultancy and dated January 2023, Tree Planting Plan (Drawing No. PP-170123), Tree Planting Proposal (Pre-Felling Risk Assessment) prepared by Manx Roots and dated January 2023, and Letter from Manx Wildlife Trust Conservation Officer dated 13 February 2023, which shows details of: a. Precautionary working method statement for common lizards, breeding birds and Schedule 8 plants for the site; b. Plan identifying trees with potential roost features on site;

23/10018/AIR c. Elevation drawings of proposed development showing positions of new bird and bat boxes; d. Sample of integrated bird boxes suitable for a range of species; e. Sample of integrated bat box suitable for crevice roosting species; f. Lizard Hibernacula construction process; g. Positions and types of trees to be planted on site; h. Trees to be removed from site; i. Position of new native hedges on the site; j. Ground assessment and site characteristics including existing vegetation, constraints, desired characteristics, planting objectives, planting proposals, species/feature profiles, and method of planting implementation; k. Observations and results for roost assessment for trees and protective measures that would be employed to ensure protection of species during tree felling;
2.2 The Ecosystem Policy Officer has provided a written statement via an email dated 15 May 2023 which confirms that they are content with the details provided in the submitted documents.
2.3 The Arboricultural Team also provided a written statement via an email dated 16 May 2023 which confirms that they are content with the details provided in the submitted documents.
2.4 The submitted details for the hard elements of the landscaping proposal are also considered to show an appropriate material detail with samples to show quality of finish in terms of final appearance and colour, as well as suitability for the site context.
3.0 RECOMMENDATION 3.1 The Ecological Technical Notes prepared by Manx Wildlife Consultancy and dated January 2023, Tree Planting Plan (Drawing No. PP-170123), Tree Planting Proposal (Pre- Felling Risk Assessment) prepared by Manx Roots and dated January 2023, and Letter from Manx Wildlife Trust Conservation Officer dated 13 February 2023 satisfies conditions 7, 8, 9 and 10 of the approval although these conditions will not be fully satisfied until such times as the works indicated on the documents and plans have been carried out in full and retained as such.
