Great to see the preliminary assessment of a potentially contaminated site.
We have reviewed the document and the testing all seems adequate for the site, and EPU have no concerns.
Regards Emma

From: Visigah, Paul [email protected] Sent: 14 March 2023 10:56 To: Coombes, Danielle [email protected] Cc: Goosey, Emma [email protected] Subject: Satisfaction of Condition 2 for PA 20/00433/B at Caines Yard, Shipyard Road, Ramsey.
Dear Danielle,
I write to seek your technical comments in relation to information provided in response to the conditions detailed above for Planning Approval 20/00433/B at Caines Yard, Shipyard Road, Ramsey.
Whilst you did not comment on the application, the site has the potential for site contamination as the Strategic Plan makes particular reference to land with a legacy of past industrial and chemical use as sites with potential to be contaminated land (See section 7.20 of the Strategic Plan). As such, a condition was imposed for the applicants to investigate and risk assess the nature and extent of any contamination on the site and provide a detailed remediation scheme and mitigation.
The applicants have, therefore, submitted a Risk Assessment to Satisfy Condition 2 of the approval which states:
Condition 2: Site Characterisation (Contamination)
The development hereby approved shall not commence until an investigation and risk assessment has been carried out and a report of the results has been submitted to, and approved in writing by, the Department. In the event that the assessment includes any remediation measures the development shall not take place unless in accordance with these measures (including timescale). The investigation and risk assessment shall assess the nature and extent of any contamination on the site, and whether or not it originates on the site. The report of the findings must include the following information:
a) a survey of the extent, scale and nature of contamination; b) an assessment of the potential risks to: o human health; o property (existing or proposed) including buildings, crops, livestock; pets, woodland and service lines and pipes;
==== PAGE 3 ====
o adjoining land; o groundwaters and surface waters; o ecological systems; c) an appraisal of remedial options, and d) the proposed remediation actions (if any) together with a timescale for their implementation.
Reason: To ensure that risks from land contamination to the future users of the land and neighbouring land are minimised, together with those to controlled waters, property and ecological systems, and to ensure that the development can be carried out safely without unacceptable risks to workers, neighbours and other offsite receptors.
I have attached the relevant document and supporting documentation for your review and advise. I have also provided a link to the documents below: https://services.gov.im/planningapplication/services/planning/planningapplicationdetails.iom? ApplicationReferenceNumber=23%2F10008%2FAIR
I would be grateful if you could confirm whether you consider that the information adequately addresses the requirements of the conditions. If you do not feel the information meets these requirements it would be helpful to feedback why and what additional/amended information might be required.
