1.0 Description
1.1 The proposed application 23/00860/CON was approved on 11.09.2023 for the registered building consent for replacement of lead parapet gutters on south west and north east wings with reinforced liquid membrane system, and replacement of existing concrete roof tiles with new concrete roof tiles (RB 82) subject to 5 conditions some of which required submission of additional information prior to the commencement of works.
1.2 This report is specific to Conditions 2, 3 and 4 which the applicants are seeking to satisfy.
1.3 Specific wording of the condition as follows:
'C2. Details of Works to Registered Building
No works shall take place until details of the following items have been submitted to and approved in writing by, the Department: a) Details including size, design and materials of the proposed overflow pipes. b) Method statement including any masonry repairs and consolidation for the creation of the proposed openings for the overflow pipes. The works shall not be carried out unless in accordance with the approved details.
Reason: To ensure the satisfactory preservation of this registered building.'
'C3. Details of internal downpipes
Details of proposed internal downpipes including a method statement for their installation shall be submitted to and approved in writing by the Department prior to their installation. The development shall be implemented in accordance with the approved details and thereafter maintained.
Reason: To ensure the satisfactory preservation of this registered building.'
'C4. SAMPLE MATERIALS
No development shall commence until a schedule of materials and finishes and samples of the materials to be used in the construction of the roofs including rainwater goods and roof lights, have been submitted to and approved in writing by the Department. The development shall not be carried out unless in accordance with the approved details.
Reason: To ensure the satisfactory preservation of this registered building'
2.0 Proposal
2.1 The applicant has submitted Drawing 013 - Schedule of materials, Drawing 014 - Details of overflow pipe and method for installation, Drawing 015 - Details of internal downpipes and method for installation, samples to be deposited at Planning Office as well as photos of the proposed drainpipes, roof tiles and polyroof protect waterproofing system.
2.2 Drawing 013 provides a top down plan of the building's roof with the intended materials listed and marked on the plan which as well as the submitted photos provide the information requested in condition 4.

2.3 Drawing 014 provides a detailed plan of the buildings proposed overflow details on the roof along with a method statement for the installation of said overflows.
2.4 Drawing 015 provides a plan of the proposed internal downpipes including a method statement for the installation of the internal downpipes.
3.0 Consultation
3.1 The Registered Building Officer was consulted for advice on the satisfaction of condition. The advice received on 03.12.2024, after their review of the submitted documents, concludes that they are pleased that the information satisfies the relevant clauses.
4.0 Recommendation
4.1 In the instance of the submitted Drawing 013 - Schedule of materials, Drawing 014 - Details of overflow pipe and method for installation, Drawing 015 - Details of internal downpipes and method for installation, samples to be deposited at Planning Office as well as photos of the proposed drainpipes, roof tiles and polyroof protect waterproofing system and after consultation with the case officer, who are happy with the level of detail, it is deemed sufficient and would be considered satisfactory for the following planning conditions of application 23/00860/CON:
4.2 Condition 2 with the understanding that the works shall not be carried out unless in accordance with the approved details.
4.3 Condition 3 with the understanding that the development shall be implemented in accordance with the approved details and thereafter maintained.
4.4 Condition 4 with the understanding that the development shall not be carried out unless in accordance with the approved details.
