Introduction
This application seeks permission to install a roof light in the rear roof of a property located in Douglas. The site is within Windsor Road Conservation Area. The application is retrospective.
The Site
The application site is the curtilage of 7 Derby Road, Douglas, a mid-terrace property located on the southern side of the road. A service land runs to the rear of the terrace. The rear elevations of the properties on Derby Square also use this lane.
The Proposal
This application seeks approval for the installation of a roof light within the rear slope of the roof. The window is in place having been installed in the past without planning permission. The window measures 81 cm by 100 cm and is positioned approximately half way up the roof towards the left side.
Development Plan Policies
The application site is located within an area that is designated by the Douglas Local Plan as being Predominantly Residential. The site is within a Conservation Area. Within the Isle of Man Strategic Plan, the following policy is judged to be relevant:
Environment Policy 35:
"Within Conservation Areas, the Department will permit only development which would preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development."

ASSESSMENT
The key issues to be assessed in the determination of this application are the impact of the development upon the character and appearance of the building and the wider conservation area.
The roof light is positioned within the rear elevation of the building which is not easily visible to the public. It is judged that the roof light is an acceptable addition to the rear slope of the roof and would not undermine the character or appearance of the conservation area.
RECOMMENDATION
Permit.

The Local Authority is by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5)(d) granted Interested Party Status.
