Demolition of existing buildings and erection of 73-bedroom elderly persons care home with associated parking, retaining walls and landscaping. at: Homefield 88 Woodbourne Road Douglas Isle Of Man IM2 3AS
This minor change application relates to the Homefield Care Home, previous planning application 19/00959/B. Consent for this application was granted in November 2019, all planning conditions have been submitted and approved and demolition of the existing building on site have now been demolished in preparation for construction works to commence.
During the detail design development stage, a number of minor changes have occurred, mainly relating to achieveing more sustainable and energy efficient mechanical and electrical services for the development.
The revised proposals include:
- - Air source heat pumps with condenser located externally in a discreet area behind the boundary wall along Murray Road, which have in turn necessitated a small increase of the basement area to accommodate the required internal plant areas. Further details of the likely condenser units are included in Appendix B of this document.
- - Minor changes to basement entrance and louvres have also resulted from the plant room changes, but are again not visible from the public realm.
- - Vents and grilles have been indicated on the elevations where required and the kitchen extract vent at roof level has also been included on the roof plan and elevations.

- - PV panels have been added on the flat roof areas of the building along Murray Road where they are easily accessible and maintainable and due to the building height will not be visible from street level. Further details of the likely PV Panels are included in Appendix C of this document.
In addition, the opportunity has been taken to incorporate some further minor adjustments to the building from the review of buildability aspects:
- - The overall building height has been reduced by ca 300mm as a result of the detailed review of the floor build up and services zones
- - The areas of the courtyard lounges have been increased slightly to allow for the required breakout spaces for the residents
- - Glazed balustrades around the courtyard facing terraces increased to 1.5m to provide increased safety for residents.
The drawings prepared for the submission show all amendments clearly numbered to assist with the comparison against the consented scheme and the changes outlined in more detail in the attached minor change schedule. Please note that only approved drawings that are impacted by the minor change proposals are included within this application and an additional roof plan has been added.
All changes proposed are relatively minor and will not generally be visible from the public realm as they are either at low level, concealed behind boundary walls, or at high level where viewing angles will mean that they can not be seen from street level.
The proposed finishes will remain as was outlined in the Materials Specification submitted with the original application – the only changes to note are that
- - The previously proposed decorative ridge tile is proposed to be removed as it looked out of place on a contemporary new building
- - And Pavers are proposed throughout all parking and parking access areas.
We believe all the amendments shown are appropriate for a Minor Changes Application. The relevant planning fee of £ 115 will be paid upon request.
