This application has been recommended for approval for the following reason. In the instance of the submitted details and after consultation with the case officer, who is happy with the level of detail, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for the planning condition 2 of planning application 23/00416/REM, under the understanding that the development shall not be carried out unless in accordance with the approved details.

Officer’s Report
1.0 DESCRIPTION 1.1 The proposed application 23/00416/REM for the erection of a new dwelling with new access, and associated landscaping, groundworks and drainage was approved by the Planning Committee on the 10.07.2023 subject to 7 conditions some of which required submission of additional information prior to the commencement of work
1.2 This report is specific to condition 2 which the applicants are seeking to satisfy.
1.3 Specific wording of the condition is as follows: No development shall commence until a schedule of materials and finishes and samples of the materials to be used in the construction of the external surfaces, including exterior walls of the existing buildings (type of render), roofs, have been submitted to and approved in writing by the Department. The development shall not be carried out unless in accordance with the approved details.

2.0 PROPOSAL 2.1 The applicants have submitted a full details for the materials and finishes to be implemented along with a duly completed application form received on 28.05.2025
2.2 The materials proposed in the construction/refurbishment of the building are: o Roof Tiles: Marley concrete plain. Colour - Antique Brown o Walls: Through colour smooth render. Colour - Cream o Wall Cladding: Natural stone panels. Taylor Maxwell 49R-MF Sahara o Windows: Everest double glazed U-pvc framed casement windows. Colour - Dark Woodgrain o Garage Doors: Hormann sectional door as shown in images provided. Colour - RAL 8028 Terra Brown o Rainwater Goods: Aquaflow U-pvc square style gutters and downpipes. Colour - Brown
3.0 CONSULTATION 3.1 The recommending officer of the original application was consulted for advice on the satisfaction of condition.
Their comments state the following: "Thank you for forwarding the materials details. Shared is an extract from the approved plans which proposes materials very similar to what the applicants have submitted. The property is set back from the road and there are a number of mature trees on the site which provide screening. I have no objection to the materials as per the submitted details being used for the development."
The advice received on (11.06.2025), after their review of the submitted documents, concludes that they are pleased to confirm that the information satisfies the relevant clauses.
4.0 RECOMMENDATION 4.1 In the instance of the submitted details and after consultation with the case officer, who is happy with the level of detail, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for the planning condition 2 of planning application 23/00416/REM, under the understanding that the development shall not be carried out unless in accordance with the approved details. __
I can confirm that this decision has been made by a Principal Planner in accordance with the authority afforded to that Officer by the appropriate DEFA Delegation and that in making this decision the Officer has agreed the recommendation in relation to who should be afforded Interested Person Status.
