The officer assessed the proposal against General Policy 2 of the Isle of Man Strategic Plan, focusing on impacts to residential amenities, parking/highway safety, and amenity space.
General Policy 2
GP2 permits development in accordance with zoning and other policies if it respects site/surroundings in siting/scale/design, avoids adverse amenity impacts, provides safe access/parking, and does not harm highways or character. The officer tested the nursery against amenity of residents, highway safety/parking, and noise/disturbance criteria, finding compliance due to limited hours, off-site play, and available parking; no tension as zoning (Tourism/Recreation or Predominantly Residential) accommodates mixed residential/non-residential uses like nurseries.
