Sarah Corlett Town Planning Consultancy Ltd Registered address: Ballachrink Croft, Ballacorey Road, Bride, Isle of Man IM7 4AW t: 07624 485517 e: [email protected] w: www.sarahcorlett.com Directors: Sarah Elizabeth Corlett Nicola Jane Corlett Company Registration 134325C APPLICATION FOR A MINOR CHANGE TO 19/01448/B - ERECTION OF 17 GENERAL INDUSTRIAL UNITS WITH ASSOCIATED PARKING AND DRAINAGE, AND ALTERATIONS TO VEHICULAR ACCESS, FORMER PARKINSONS YARD, PEEL ROAD, BRADDAN IM4 4LE 1.0 Introduction 1.1 This application proposes a Minor Change to the above application which was approved on 30th September, 2020. The decision required development to commence before 30th September, 2024. The application therefore complies with paragraph 21(2)(d) of the Town and Country Planning (Development Procedure) Order 2019. 1.2 The conditions of approval required, inter alia, that prior to occupation of any of the development that the parking and manoeuvring areas are provided and the fencing to the rear of the buildings is erected. It also required that no development commence until details of noise insulation in the walls and roofs of the buildings are submitted to and approved in writing by the department and the insulation is installed prior to occupation of the buildings and also prior to commencement of the development, the access improvement works as approved are in place. The fencing is in place and information on the noise insulation is being prepared in conjunction with the preparation of an application for permission under the Building Regulations. 2.0 The proposal 2.1 Proposed is the reduction in area of one of the units to half of its approved area, creating a stepped footprint at this point in Block D. This is as a result of more detailed ground investigation of the site and the conclusion that it would be more practicable to have a smaller unit which would leave more space at the rear for access to the river bank for maintenance without having to undertake engineering works to level the area at the rear of this proposed unit to accommodate it as originally shown. 2.2 The application includes: A. the application form, B. the site plan, floor plans and elevations as approved and C. a site plan, floor plans and elevations as now proposed. In accordance with the Town and Country Planning (Development Procedure) Order 2019: 2.3 No Minor Change Application has been submitted for this development (paragraph 21(1) which is for the erection of a building (paragraph 21(2)(a). 2.4 The floor area of unit D is being reduced from 786 sq m over two floors to 728 sq m (a reduction of approximately 8%) And we consider this to be minor as the unit will look as originally approved from the front, the changes will not be visible to the public and there will be a decreased demand for car parking as a result. The changes do not significantly alter the appearance of the building when considered as a whole (17 units) or as an individual block (D) of five units (paragraph 21(2)(b). 2.5 The change does not increase (or indeed change) the number of units for which planning approval was granted (paragraph 21(2)(c)(i)

Sarah Corlett Town Planning Consultancy Ltd Registered address: Ballachrink Croft, Ballacorey Road, Bride, Isle of Man IM7 4AW t: 07624 485517 e: [email protected] w: www.sarahcorlett.com Directors: Sarah Elizabeth Corlett Nicola Jane Corlett Company Registration 134325C 2.6 The change does not increase the net external footprint of a building for which planning approval has been granted (paragraph 21(2)(c)(ii) 2.7 The change does not alter the site area as defined in the original application (paragraph 21(2)(c) (iii) 2.8 The change does not make any changes to the access for which planning approval has been granted (paragraph 21(2)(c)(iv) 2.9 The change does not alter any of the conditions which were applied to the original approval (paragraph 21(2)(c)(v) 2.10 The development would not, in accordance with paragraph 23(1): (a) significantly (or indeed, at all) increase the size or scale of the development (b) significantly change the nature of the development in question; (c) result in an approval which, at the time of approval, complied with a Development Plan, National Policy Directive or a Planning Policy Statement, ceasing to do so; (d) result in new or increased adverse impacts on adjoining or neighbouring properties having a significant or disproportionate impact on the environment (irrespective of whether such impacts might be outweighed by other considerations); in fact the reduction of the size of the building would decrease any such impact; (e) be more than minor and to be of a magnitude to warrant a new application; or (f) otherwise fundamentally change the basis on which the grant was originally made. 3.0 Conclusion 3.1 It is our belief that the application satisfies all of the requirements for a Minor Change to 19/01448/B and would request that approval is granted for the undertaking of the development as now proposed, subject to all of the other conditions as originally imposed.
