The officer determined that the proposals preserve the registered building and its setting, as well as the character of the Castletown Conservation Area, in line with Strategic Plan policies and PPS 1…
RB/3 General Criteria Applied in Considering Registered Building Applications
Requires assessment of the building's importance, physical features justifying registration, and setting. The officer applied this by evaluating the building's Arts and Crafts design by Baillie Scott, its original features exposed post-demolition, and contribution to the group of registered buildings in the conservation area.
RB/5 Alterations and Extensions
Mandates special regard to preserving the building or its features of special interest, with presumption against alterations unless justified. The officer found alterations justified as they remove a harmful modern extension and restore original form, with doorway widening's limited impact outweighed by overall benefits.
Environment Policy 30
Presumption against demolition of registered buildings unless condition, repair costs, retention efforts, and alternatives are justified. Applied to the modern extension (not the registered building itself), which was assessed as non-contributing and approved for removal based on prior permission and lack of positive contribution.
Environment Policy 32
Prohibits extensions or alterations detrimental to character. The proposals were deemed non-detrimental as they reverse a previous harmful addition and use traditional repairs.
Environment Policy 35
Permits only development preserving or enhancing conservation areas. Removal of the extension enhances the area's character by restoring the building's original form within its historic grouping.
