In accordance with paragraph 10 of the above Order, the person appointed by the Council of Ministers to consider this application has submitted his report.
In accordance with paragraph 10.3(a) and (b), a copy of the appointed persons report is enclosed.
On the 10th May 2012, and after consultation, the Council of Ministers accepted the recommendation contained within that report and the application was approved subject to the conditions specified below.

Crown Division Government Offices Douglas Isle of Man 24 April 2012 To the Council of Ministers Case Reference: DF12/0005 Planning Application: 12/00295/B Application by the Department of Infrastructure for planning approval for a single storey extension to provide a new public entrance, waiting room and toilets at the Vehicle Test Centre, Ballafletcher Road, Tromode, Braddan IM4 4QJ.
In my view, the main issue is the effect of the proposed extension on the character and appearance of its surroundings.
Notwithstanding the significant differences in scale, I consider that the design and materials of the proposed extension would be in keeping with the much larger building to which it would be attached. Furthermore, the extension would not be visible from outside the Vehicle Test Centre because of the trees around the site. Therefore, in my opinion, its scale, form and design would respect the site and its surroundings in accordance with General Policy 2(b) of the Isle of Man Strategic Plan.
The removal of the existing portacabin from its prominent position in front of the main building is another point in the proposal's favour.
For the above reasons, I conclude that the proposed extension would not have a harmful effect on the character and appearance of its surroundings.
I recommend that planning approval be granted subject to the conditions advised by the Planning and Building Control Division, as set out below:
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
This approval relates to the erection of a single storey extension to provide a public entrance, waiting room and toilets as shown on Drwg Nos 001, 002, 003, 004A, 004B, 005, 006 and 007, all date-stamped 28 February 2012.
