We write in support of the above application on behalf of the owner and applicant, Mr & Mrs MacQuillan, with regard to replacement of an existing agricultural shed with a detached dwelling.
The existing shed is a large concrete block structure with corrugated sheet roof, measuring approximately 20m x 20m x 6m high at the apex (see attached photographs 1, 2 & 6). It was built as a storage shed for use in association with Robin Hill Farm but due to the reduced/changed nature of the farm activities is now redundant. It is located on the corner of the access lane leading to other properties at Cronk-y-Dhooney, adjacent to "Rose Cottage" and opposite "Kensa", and shares access onto this lane with Robin Hill Farm itself.
The application in principle is to replace this shed with a detached single dwelling in order to make better use of the site, to improve the architectural merit of the buildings thereon and enhance the general surroundings by removal of this unsightly building. As a consequence, the aspects from the nearest properties will be significantly improved as a result of this proposal. In addition, a narrow strip of land will be given over to the adjacent lane to improve vehicular access, as it is believed by the owner that the existing shed may actually encroach onto the original lane.
As can be seen from the drawings, the proposed dwelling is based on a Manx vernacular cottage design generally in accordance with Planning Circular "Development in the Countryside 3/91" and is very similar to the surrounding properties (see attached photographs 3, 4 & 5). Access to the site is via an existing gateway to Robin Hill Farm, which it is proposed to divide equally between the new dwelling and the farmhouse. A single garage has also been shown on the proposed site plan drawing, which would be built in the same materials and finishes as the proposed new dwelling.
It is understood from discussions with the planning officer that the application will need to be assessed with respect to the Southern area plan. It is believed that the proposal would make a significant improvement to the general appearance of the Cronk-y-Dhooney hamlet and to the residential amenity of the adjacent properties as well as replacing a redundant, somewhat ugly concrete block shed.
