Supplementary Design Statement In support of a Minor Changes Application for the amendment to the roofing material for the outbuilding as approved: 20/01116/B - Fern Villa, Ballakillowey Road, Colby, Isle of Man, IM9 4BW
It was stated in the original application that the roofing to be used on the outbuilding was a profiled metal roofing, the colour of which was not stated in the application and led to the condition on approval as below: “8. Prior to the erection of the outbuilding as approved the applicant must have approved in writing by the Department details of the colour of the roofing of the outbuilding and the development must be implemented and maintained in accordance with the approved details. Reason: to minimise the visual impact of the outbuilding in the landscape.” With the above statement in mind, we make this application for minor changes to the approved application. Having reviewed the pre-application guidance, we can confirm that we are not; increasing the number of dwellings, increasing the footprint, altering the site (as marked with red line), making any changes to the vehicular access, nor to change the conditions applied to the approval. As noted above there is a condition of planning to seek approval in writing of the colour of the roofing for the outbuilding, we seek approval for alteration of the type of roof covering to be used on the outbuilding and in that regard also seek approval for the colour of the roofing of the outbuilding and therefore deem the amendments to be minor in nature.
Details of proposed amendments Southern Facing Elevation Per the attached drawing (Appendix 1) the South facing roof elevation (marked R1) shall be roofed with reclaimed slates from the existing dwelling, 10 photovoltaic panels will be mounted on this elevation as previously stated. The use of reclaimed slate from the existing dwelling will mimic that of the outbuildings located at Kirkle Farm (being the closest by proximity to the development), which can also be seen from the A36 Sloc Road when traveling in a Northerly direction. By using the same roofing material as those outbuildings at Kirkle Farm, we believe that the overall visual impact of the proposed barn would be reduced. Furthermore, re-use of the roofing slates from the existing dwelling at Fern Villa enables us to further our aim to re-use and re-purpose as much of the natural material from demolition as possible. Northern Facing Elevation To further minimise the visual impact in the landscape, we propose to amend the Northern Roof (shown in the below representational image with a profiled metal roof covering) and (Appendix 1, marked R2) from a profiled metal roof to that of a sedum roof. Which will be planted with English Stonecrop and Biting Stonecrop which are sedums native to the Isle of Man and recommended by DEFA for such a development.

Supplementary Design Statement Representational image - showing barn with profiled metal roofing (APPROVED) This alteration away from a man-made metal roofing material to a natural growing roof will, together with the natural Manx larch cladding enable the barn to fade into the surrounding landscape when viewed from the North or West. The sedum roof will be complimentary in colour and appearance to the surrounding landscape and will not reflect light as a metal roof might do. Supplementary Design Statement Furthermore, the 60sqm roof area will consume up to 300kg of CO2 per annum which will further our aim for a sustainable and ecologically designed home and provides additional compensation for the loss of improved grassland habitat. The native sedums planted will attract a great variety of species from insects to birds. In summary We believe that the proposed amendments to the approved application assist in minimising the visual impact of the outbuilding in the landscape and are minor given that they do not change design or footprint of the outbuilding and can be considered aesthetical in nature.
