INTRODUCTION
The following application is to be assessed against the criteria set out in Part 3 - Minor Changes Applications of the Town and Country Planning (Development Procedure) Order 2019 specifically Articles 21, 22, 23 and 24.
BASIS OF APPLICATION
21(1) This is the only minor changes application that has been made in respect of any particular grant of planning approval.

- PASS - relates to 18/00504/B and no other MCH applications have been made in respect of this application
PASS - relates to the erection of dwellings
PASS - the changes on plot 1 relate to the glazing above the integral garaging from two solid panels and patio doors in the centre to four patio/bifold doors . The glazing above is also slightly different. Also proposed to be changes is the array of windows on the rear elevation, moving patio doors from one side of the first floor to the other and omitting those on the ground floor and replacement with windows. The first floor patio doors are to be relocated on the side elevation and the approved window moved to the ground floor of this elevation. The changes to the house on plot 2 relate to similar changes to the first floor patio/bifold doors and reorganisation of the windows to install patio doors on the side, omission of a window in the first floor, removal of the patio doors to the other side of the elevation and the changing of the patio doors to windows on the ground floor.
PASS - the applicant explains this in an e-mail dated 02.02.21 that they think the changes are minor as the overall intent is unchanged i.e there is no increase in floor area, no increase in massing and no change in general concept of the project that was advertised and considered. In planning terms it is simply a reorganisation of the position of windows to respond to an evolving internal layout. The addition of a study/bedroom at first floor level is a direct response to the increase in demand for home offices as a result of covid. Elevationally, the consequence is the addition of a window centrally on the house at the upper level that has no impact on neighbours. Internally it required the staircase, wc area to be re-planned and in terms of Plot 1 the opportunity has been taken to add a 4th bedroom at the primary bedroom level. There is no increase in demand for parking as a consequence of these changes. The foldaside doors are simply a reflection of Client preference which again has no effect on the overall ethos of gable glazing leading onto the terrace. In their view the changes when combined remain insignificant to the solution agreed through the original planning process.

proposed change involves replacing a window with a Juliet balcony served by patio doors, it is not considered that given that there is no platform for viewers to look out, that this would contravene the condition requiring opaque glass on the front balcony on this property and given that the properties are all in the same ownership, it is within the control of the occupants of the affected house to install the appropriate form of glazing in this elevation as they see fit.
