Officer’s Report
1.0 THE SITE 1.1 The site is the residential curtilage of 42 Sunningdale Drive, which is an existing semi- detached two storey dwelling that sits on the southeastern side of Sunningdale Drive in Onchan. Set behind the rear elevation of the property is a detached, pitched-roofed, single garage, which is also attached to a single garage that serves the neighbouring 44 Sunningdale Drive.
2.0 THE PROPOSAL 2.1 Full planning approval is sought for the partial demolition and rebuild of the existing garage in identical size, form and finish. The submitted drawings are unclear as to which part(s) of the existing garage would remain, but they are clear that the only difference between the existing and proposed form, position and finish being that there would be a new garage door design. This would be an up-and-over door, with the current modular timber door to be discarded.
3.0 PLANNING STATUS AND POLICY 3.1 The site lies within an area designated on the Onchan Local Plan as Predominantly Residential. The site is not within a Conservation Area.
3.2 As such, the proposal falls to be assessed against parts (b), (c), (g), (h) and (i) of General Policy 2 and Transport Policy 7 of the Strategic Plan.
4.0 PLANNING HISTORY 4.1 There are no planning applications considered to be of material relevance to the assessment of this scheme.
5.0 REPRESENTATIONS 5.1 Highway Services if the DOI stated the application had no highway implications on 22.06.2017.
5.2 The Projects & Flood Risk Management Assistant within Manx Utilities asked for the application be deferred until such time as a sewer crossing the site has been surveyed. This request was received 20.06.2017. They confirmed on 11.07.2017 that they had no objection to the proposal, but sought for a condition requiring the applicant contact them to discuss the manhole cover.
5.3 Onchan Commissioners offered no objection on 14.06.2017.

6.1 The key issues in this case are whether the proposed works would adversely affect the visual amenities of the streetscene, and whether or not the parking provision is appropriate.
6.2 The proposed garage is identical to the existing in all manners, with only the garage door being of a slightly different design. Overall, it is considered the proposal would be in keeping and would have little or no impact upon the streetscene. Moreover, while the parking space within the garage would (at 5m x 3m internally) remain below current standards, there would be no effect on the current parking provision.
7.0 RECOMMENDATION 7.1 In view of the noted compliance with the relevant policies, it is recommended that the application be approved.
7.2 The condition sought by MU cannot be attached, but an advisory note would be appropriate.
8.0 INTERESTED PARTY STATUS 8.1 By virtue of the Town and Country Planning (Development Procedure) (No 2) Order 2013, the following persons are automatically interested persons:
o The applicant, or if there is one, the applicant's agent; o The owner and the occupier of any land that is the subject of the application or any other person in whose interest the land becomes vested; o Any Government Department that has made written submissions relating to planning considerations with respect to the application that the Department considers material, which in this case includes Manx Utilities and the Department of Infrastructure Highway Services and o The local authority in whose district the land the subject of the application is situated.

C 1. The development hereby approved shall be begun before the expiration of four years from the date of this decision notice.
Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
N 1. The applicant is recommended to contact Manx Utilities prior to commencing development to discuss the proposed new manhole.
This approval relates to drawings reference numbers 001 Rev S2.1 and 002 Rev S2.1 both received on 26th May 2017.
