APPLICATION SITE 1.1 The application site is the residential curtilage of 8 Westlands Close, Ramsey, a bungalow located on the eastern side of the highway.
1.2 The existing dwelling is finished in a painted render with interlocking red tiles on the roof. The application site is set back from the roadside with parking adjacent to the dwellinghouse. To the rear is a conservatory measuring 3.7m x 3.3m x 2.7m with a polycarbonate roof.

THE PROPOSAL 2.1 Proposed is the replacement of existing polycarbonate conservatory roof with a 'Supalite' - metrotile Burntumber colour to match the dwellinghouse. It is not intended to alter the pitch or structure of the roof.
PLANNING HISTORY 3.1 This application site has been the subject of one previous planning applications that is considered specifically material to the assessment of this current planning application;
15/00693 - Erection of a single storey extension - approved.
12/00049/B - Erection of an extension to dwelling - approved.
03/00696 - Erection of a conservatory to the rear elevation - approved.
DEVELOPMENT PLAN POLICIES 4.1 The application site is located within an area designated as "Predominantly Residential" in the Ramsey Local Plan.
4.2 The Isle of Man Strategic Plan 2016 contains one policy which is considered specifically material to the assessment of this current planning application - General Policy 2 states:
"Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development: (b) respects the site and surroundings in terms of the siting, layout, scale, form, design and landscaping of buildings and the spaces around them; (c) does not affect adversely the character of the surrounding landscape or townscape; (g) does not affect adversely the amenity of local residents or the character of the locality;
REPRESENTATIONS 5.1 Ramsey Town Commissioners and Department of Infrastructure Highway Services indicate that they do not oppose the application (21.09.17 and 07.09.17).
ASSESSMENT 6.1 The fundamental issues to consider in the assessment of this planning application are; (i) the impact of the proposed development on the character and appearance of the existing dwelling, (ii) the impact of the proposal on the surrounding area and street scene.
6.2 As the proposed conservatory roof tiles would match the existing roof tiles of the main dwelling and would be a relatively minor alteration to the property. It is considered that the development would be an enhancement to the existing property by providing a uniform appearance throughout which would not adversely affect public or private amenity and is therefore in accordance with General Policy 2 of the IOM Strategic Plan.
CONCLUSION 7.1 Overall, it is concluded that the planning application is in accordance with aforementioned General Policies of the Isle of Man Strategic Plan 2016 and is recommended for approval.
