The officer assessed potential impact on residential amenities of neighbours Laurel Cottage and Keayn Reayrt, focusing on overlooking from the proposed balcony/terrace.
General Policy 2
GP2 permits development in accordance with Area Plan zoning if it respects site/surroundings in siting, layout, scale, form, design, landscaping (b); does not adversely affect surrounding landscape/townscape character (c); and does not adversely affect amenities of residents or locality character (g). The officer tested the rear extension/dormer against these criteria, finding no significant overlooking or amenity harm due to amendments and screening, and no visibility/adverse character impact from public views due to boundaries. Site is in Predominantly Residential zoning under Laxey and Lonan Area Plan 2005.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
Obscured glazing and screen fencing
On completion of the development hereby approved, the windows in the southwestern gable must be fitted with glass obscured to Pilkington Level 5 or equivalent and the screen fencing shown on the north eastern elevation must be installed as shown and both retained as such unless otherwise approved by the Department. Reason: To ensure that appropriate levels of privacy are maintained to those in nearby dwellings.
