1.0 THE APPLICATION SITE
1.1 The application site is the residential curtilage of an existing dwelling, Bankfield Bungalow, which sits towards the southern end of the Ballamodha Straight (A3) to the north of the Ballabaygawne Road (A34) and to the south of the access to Cly ny Mona. The site is approximately 0.9 ha (2.2 acres) in area and accommodates the bungalow as well as a garage with accommodation above alongside. The bungalow is long and modern in appearance and character, albeit there is a variation in roof forms that is created by differently-angled gable walls: between two of these sits a small sunroom, the roof which is provided almost entirely by a large roof lantern and which in reality looks like a conservatory roof sat atop masonry walls.
2.0 THE PROPOSAL 2.1 Full planning approval is sought for the replacement of the sunroom roof lantern with one smaller in size and scale, but with a similar apex height. The remainder of the roof would apparently be a "flat-roofing system" although details on this are not provided. The roof lantern would be framed in uPVC, in keeping with the existing situation.
3.0 PLANNING HISTORY
3.1 Although the application site has been the subject of several previous applications, none is considered to be materially relevant to the assessment of this current scheme.
4.0 THE DEVELOPMENT PLAN
4.1 The site lies within an area designated on the Area Plan for the South as "white land". Accordingly, the application falls to be considered against the Strategic Plan's Housing Policy 16, with due regard also being required to General Policy 2.
5.0 REPRESENTATIONS
5.1 Malew Commissioners offered no objection to the application in comments received 8th June 2017.
6.0 ASSESSMENT
6.1 In this case, the roof alteration will not be visible by the public and, as such, complies with the provisions of this policy and is considered acceptable. The new roof would be less intrusive by

virtue of its reduced massing relative to the existing, and therefore it is judged the proposal represents an overall improvement to the appearance of the dwelling, albeit a minor one given the scale of the works relative to the size of the building.
7.0 RECOMMENDATION
7.1 Approve.
8.0 INTERESTED PERSON STATUS
8.1 By virtue of the Town and Country Planning (Development Procedure) (No 2) Order 2013, the following persons are automatically interested persons:
o The applicant, or if there is one, the applicant's agent; o The owner and the occupier of any land that is the subject of the application or any other person in whose interest the land becomes vested; o The Highways Division of the Department of Infrastructure; and o The local authority in whose district the land the subject of the application is situated.
With effect from 1 June 2015, the Transfer of Planning & Building Control Functions Order 2015 amends the Town and Country Planning Act 1999 to give effect to the meaning of the word 'Department' to be the Department of Environment, Food and Agriculture unless otherwise directed by that Order.
