Officer’s Report
1.0 THE APPLICATION SITE 1.1 The application site is unit 6, 87 Parliament Street, which is currently an empty shop unit. the curtilage of a three-storey, end-of-terrace building located to the western end of Parliament Street, in Ramsey, which sits quite prominently around the edge of Parliament Square. Also included is a two-storey outbuilding to the rear of the site and which has access onto a rear lane running parallel between Parliament and Taubman Streets. Edged blue on the submitted site plan is a unit within the parade of one-storey shops sitting to the west.
1.2 Number 80 itself is currently operating as a retail outlet at ground floor level and appears to have been used as, or is in use as, office and residential on the two floors above. The outbuilding, meanwhile, is shown to be in storage use, although it is not known with what this storage is connected.
2.0 THE PROPOSAL 2.1 Application is for erection of a fascia sign above the shop front.
2.2 Originally proposed to be white dibond tray sign, after discussion with the applicant the proposal material was changed to a dibond sheet 2.240m x 1.22m, with a vinyl logo.
2.3 The logo is an ultramarine banner with white lettering reading 'MAROWN ELECTRICALS', the lettering is apx 610mm high.
3.0 PLANNING HISTORY 3.1 There is no recent relevant planning history.
4.0 PLANNING STATUS AND POLICY 4.1 The site lies within an area zoned as 'Mixed Use - Town Centre' on the Ramsey Local Plan.
4.2 Though the site is neither within the Ramsey Conservation Area and nor does it contain any Registered Buildings, there is a group Registration of a terrace to the northeast on Parliament Street.
4.3 The relevant policy from the Isle of Man Strategic Plan 2016 is General Policy 6, which states; "Within our towns and villages, the display of external advertisements will be permitted on the site or building to which they relate provided they:

(a) are of a high standard of design and materials and relate well to the building and site on which they are to be displayed; (b) are in keeping with and do not detract from the surrounding area; and (c) are located so as not to cause a highway safety hazard."
4.4 General Policy 7 states: "Within our towns and villages, the display of external advertisements on sites or buildings other than those to which they relate will not generally be permitted."
5.0 REPRESENTATIONS 5.1 Ramsey Commissioners have no objection. 23.02.2017.
5.2 DOI Highways - no highways objection. 15.02.2017
6.0 ASSESSMENT 6.1 The main issues are the impact of the proposed signage on the character of the area, the existing building and the street scene.
6.2 It is considered that the proposed signage would complement the others in this small parade. The signage types, sizes and amount are considered appropriate for the use of the building and size of the building. Accordingly, it is considered the proposal would be appropriate forms of development to the individual building and would be in keeping with and do not detract from the visual amenities of the area. The sign relates to the occupiers of the building.
6.3 As such the proposal accords with the General Policies 6 and 7 of the Isle of Man Strategic Plan 2016.
7.0 RECOMMENDATION 7.1 On the basis of the above the application is recommended for approval.
8.0 PARTY STATUS 8.1 By virtue of the Town and Country Planning (Control of Advertisements) Regulations 2013, the following persons are automatically interested persons: (a) The applicant, or if there is one, the applicant's agent; (b) The owner and the occupier of any land that is the subject of the application or any other person in whose interest the land becomes vested; (c) Persons to whom notice has been given under regulation 10(3)(a)(i) (d) Any Government Department that has made written submissions relating to planning considerations with respect to the application that the Department considers material; (e) The Highways Division of the Department; (f) The Ports Division of the Department; (g) The operator of the railway or tramway; and (h) The local authority in whose district the land the subject of the application is situated.
"With effect from 1 June 2015, the Transfer of Planning & Building Control Functions Order 2015 amends the Town and Country Planning Act 1999 to give effect to the meaning of the word 'Department' to be the Department of Environment, Food and Agriculture unless otherwise directed by that Order"

C 1. The advertisement(s) hereby granted consent shall be begun before the expiration of four years from the date of this notice.
Reason: To avoid the accumulation of unimplemented advertisement consents.
This approval relates to Location Plan and Elevation Photomontage both date stamped received 23 January 2017 and Sign specification dated 6 March 2017.
