Officer’s Report
1.0 THE APPLICATION SITE 1.1 The application site is the residential curtilage of a detached bungalow situated on a residential cul-de-sac. 8 Thornhill Close, Ramsey is situated at angles to its immediate neighbours and has a small conservatory to the rear with a flat, polycarbonate roof. This cannot be seen from public positions.
2.0 THE PROPOSAL 2.1 Full planning approval is sought for the replacement of the conservatory roof with a mono- pitched roof. This would be finished with a ridged sheeting of a style and colour to match the existing dwelling, a photographic sample of which has been provided.
3.0 PLANNING HISTORY 3.1 The application site has not been the subject of applications considered material to the assessment of this proposal.
4.0 THE DEVELOPMENT PLAN 4.1 The site falls within an area zoned as Residential on the Ramsey Local Plan. Accordingly, the provisions of General Policy 2 of the Strategic Plan apply.
5.0 REPRESENTATIONS 5.1 Highway Services of the DOI indicated the proposal had no highway implications on 28.04.2017, while Ramsey Town Commissioners offered no objection on 25.04.2017.
6.0 ASSESSMENT 6.1 The proposed alterations would bring a welcome uniformity to the appearance of the dwelling, notwithstanding that the change proposed could not be seen from public positions. The addition in roof height / mass over the existing situation will also improve the appearance of the dwelling by removing the somewhat ungainly flat roof. Accordingly, the application is recommended for approval.
7.0 INTERESTED PERSON STATUS 7.1 By virtue of the Town and Country Planning (Development Procedure) (No 2) Order 2013, the following persons are automatically interested persons:
o The applicant, or if there is one, the applicant's agent; o The owner and the occupier of any land that is the subject of the application or any other person in whose interest the land becomes vested; o The Highways Division of the Department of Infrastructure; and

Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
The development hereby approved relates to Drawing 01 and also to the untitled photosheet showing the proposed roofing material, both date-stamped as having been received 24th March 2017.
