Housing Policy 14
Requires replacement dwellings in countryside to respect traditional Manx vernacular form, scale, and materials, including typically sliding sash windows per Circular 3/91. The approved design was already a 'stretch' blending HP14 vernacular with HP15 contemporary elements; varying to casement windows risked further undermining traditional frontage but was accepted due to site-specific exceptional circumstances like isolation and sustainability evidence.
Housing Policy 15
Permits new dwellings where they respect landscape character. The proposal's scale and form were previously deemed compliant as not contrary to Landscape Proposal 9; window variation did not alter this.
General Policy 2
Requires development to respect local character and amenities. Officer assessed window change as acceptable given distance from roads, non-prominent views, and new condition ensuring matching submitted design.
Time limit
The development hereby approved shall be begun before 4th October 2020. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
Car parking provision
Prior to the occupation of the dwelling the car parking and manoeuvring areas shall be provided and remain free from obstruction thereafter. Reason: To ensure that the Strategic Plan's car parking standards are met in the interest of highway safety.
No garages without approval
Notwithstanding the provisions of the Town and Country Planning (Permitted Development) Order 2012 (or any Order revoking and/or re-enacting that Order with or without modification), no garages shall be erected within the curtilage of the dwelling hereby approved other than that expressly authorised by this approval without the prior written approval of the Department. Reason: To control development in the interests of the appearance of the surrounding area.
No extensions without approval
Notwithstanding the provisions of the Town and Country Planning (Permitted Development) Order 2012 (or any Order revoking and/or re-enacting that Order with or without modification) no extension, enlargement or other alteration of the dwelling(s) hereby approved, other than that expressly authorised by this approval, shall be carried out, without the prior written approval of the Department. Reason: To control development in the interests of the amenities of the surrounding area.
Windows to match approved drawing
The windows installed in the dwelling hereby approved shall match those shown on Drawing 13B, date-stamped as having been received 28th February 2017, and shall be retained as such thereafter. Reason: In the interest of the character and appearance of the dwelling.
