C 1. The development hereby approved shall be begun before the expiration of four years from the date of this decision notice.
Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
C 2. Unless otherwise agreed in writing in advance with the Department, the replacement conservatory roof shall be of the colour shown on the photosheet accompanying the application and which is date-stamped as having been receive 25th July 2017.

Officer’s Report
1.0 THE APPLICATION SITE
1.1 The site is the residential curtilage of Mill Kent, a large, bungalow situated in large and heavily landscaped grounds abutting a private lane to the northwest, which provides access to the A7 to the northeast. This lane is also part of the long distance footpath system. The property is a modern bungalow with conservatories and raised patio on the southern elevation.
2.0 DESCRIPTION OF THE APPLICATION
2.1 Full planning approval is sought for the replacement of the easternmost of the two conservatories' existing polycarbonate roof with a 'metrotile' roofing system. This would have the same segmentation as the existing conservatory roof, while the finish would be designed to match that of the existing dwelling - brown interlocking roof tiles. The existing finial atop the conservatory would not be replaced.
3.0 PLANNING HISTORY
3.1 There are no applications judged to be of particular material relevance to the assessment of this application, although it is noted that a large proportion of the existing dwelling's roof is obscured by the presence of solar panels, approved under PA 11/00632/B.
4.0 THE DEVELOPMENT PLAN
4.1 The site is specifically designated as Low Density Housing in Parkland on the Area Plan for the South, but although it is named in the Plan and has a code ((c)) it does not carry any particular description as to how the site should be managed, development-wise. Accordingly, the application falls to be assessed against General Policy 2 of the Strategic Plan.
5.0 REPRESENTATIONS
5.1 Highway Services of the DoI stated the proposal had no highway implications on 18.08.2017.
6.0 ASSESSMENT
6.1 The proposed new roof would enable the existing conservatory to better reflect, visually, the existing dwelling. The improvement in thermal efficiency is also to be welcomed. The proposed alterations is therefore concluded to be acceptable and the application is recommended for approval.
