The officer noted that neither smoking shelter would be visible from public positions and they would be small additions proportionally to the buildings they serve.

GP2 permits development in accordance with land-use zoning provided it respects the site and surroundings in terms of siting, layout, scale, form, design and landscaping; does not adversely affect landscape/townscape character or local amenities; incorporates existing landscape features; provides satisfactory access, parking and manoeuvring; and avoids unacceptable road safety impacts. The officer tested the small, screened shelters against criteria (b), (c), (f), (g), (h) and (i), finding them compliant due to invisibility from public views, minor scale, retention of ample landscaping, and no amenity or highway issues.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
