Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
This approval relates to the site location plan and drawing number 1 date stamped and received 11/10/2017 and the roof tile specification sheet and photograph date stamped and received 16/10/2017.

1.1 The application site is the residential curtilage of 16 Milner Close, Port Erin an existing two storey detached dwelling situated within a small residential cul-de-sac located on the northern side of the Castletown Road leading into Port Erin town centre.
1.2 The existing property is finished in painted render and has grey tiled roof. The property has a front elevation facing into the Milner Close cul-de-sac while the rear elevation and rear garden bound with the estate road of Cronk View Crescent. - 1.3 On the rear elevation is an existing conservatory with a polycarbonate roof. THE PROPOSAL
2.1 The current planning application seeks approval for the replacement of the existing conservatory roof with a new tiled roof finished in Marley 'smooth grey'. PLANNING HISTORY - 3.1 While there have been a number of previous applications for the site, ranging from the development of the original dwelling and the estate to the erection of a two storey extension, none of these are considered materially relevant in the assessment of the current application. PLANNING POLICY - 4.1 The application site is within an area designated on the Area Plan for the South Map 7 as "Residential". In terms of policy it is important to consider General Policy 2 of the Isle of Man Strategic Plan 2016 in the assessment of this application.
General Policy 2 states; "Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development:
REPRESENTATIONS
5.1 Port Erin Commissioners are in support of the application (15/11/2017).
5.2 The Department of Infrastructure have indicated that there is no highway interest in this application (24/10/2017). ASSESSMENT - 6.1 The proposed roof tiles would be almost identical in appearance to the existing roof of the main house. They would not be visible from Milner Close and as such the character of the existing property and streetscene would remain unaffected.
6.2 While views of the proposed conservatory roof may be achievable from the rear estate road of Cronk View Crescent. The installation of the proposed grey roof tiles is likely to provide a constant and unbroken appearance through the rear elevation of the property enhancing the overall appearance.
6.3 No adverse impacts are expected on the amenities of the neighbours neither is the installation of the new roof tiles to detriment the visual outlook from the properties along Cronk View Crescent. - 6.4 Overall it is expected that the new roof system will provide the conservatory with a better thermal quality and a more comfortable internal environment throughout both the summer and winter months. It's likely that the energy efficiency of the conservatory will improve.
7.1 For the above reasons the proposal is considered to comply with GP2 of the Isle of Man Strategic Plan 2016 and therefore acceptable.
