Initial notes and or Conditions (if any) The proposals represent an increase in child spaces without any increase in car parking. From site visits, there appears to be a reduction of spaces that have been taken up by a child play area. In most cases, an increase in child numbers will lead to an increase in car borne journeys and therefore an increase in parking demand. Concerns are raised over the increased likelihood of parents parking their cars in areas that may cause obstruction to other road users accessing the commercial site to the rear and or on Peel Road itself. There is no supporting evidence in the form of surveys taken that shows the parking provision as shown is adeqaute to accommodate the parking demand. I await fruther details prior to final comments.

22.09.2017 - After a lengthy consultation process with the applicant and several site visits, the car park area in front of the chapel has now been formally marked out with 8 spaces for parents to drop off / pick up. This represents a much improved operational layout whereby parents park within the lines. The applicant has also provided parking surveys for week commencing 19th June and 26th June 2017. These surveys are broken down into 15 minute segments from 7.45 am onwards split between pre-school and babies. From the surveys, it is noted that the peak in drop off is between 7.45am - 8.00am on a Monday, Tuesday and Wednesday morning with a total of 10 vehicles using the 8 spaces within a 15 minute period. Whilst there are only 8 spaces, I have observed the general pattern of drop off which is no more than 2-4 minutes i.e. parent parking their car / taking child in / leaving. During the afternoon period, there does not appear to be the same intensity / peak picking children up. Whilst the stay is slightly longer, this does not appear to be an issue. On balance, I am satisfied that there is adequate parking for the number of child / baby spaces being applied for but this does not mean to say there won't be times when demand exceeds parking supply. Given the proximity of the parking to Peel Road (A1) concerns remain over the potential impact this development could have to main road traffic flows during the morning peak hour. It is for this reason I suggest a time limited condition of two years so as to monitor the parking characteristics associated with the use.
Should you be mindful to approve, then please attach the following conditions
1.The approval shall be limited to no more than 24 months from the date of consent unless otherwise agreed in writing by the Department. Reason: In the interests of highway safety
