Officer’s Report
1.0 THE APPLICATION SITE 1.1 The application site is the buildings and associated gardens of the Hospice Care building approved under PA 05/00902/B, situated within the Noble's Hospital Complex. The building has a footprint that is highly varied in shape, with gardens to the east that are somewhat enclosed by that footprint and which have an array of hedges and pergola features.
1.2 Beyond the site to the east and south are an agricultural field and the Millennium Woodland respectively.
2.0 THE PROPOSAL 2.1 Full planning approval is sought for the installation of what is described as a potting shed on the application description, but the associated supporting statement indicates will be used for gardening and craft making as well. The statement also explains that the purpose of the shed is to help encourage residents into the garden area and thereby offer a therapeutic activity.
2.2 The application is extremely basic and includes a photograph of the shed that is proposed but this only shows two elevations. The shed would be largely timber, with an asymmetric pitched roof, and would measure 2.66 by 3.18m in footprint.
3.0 PLANNING HISTORY 3.1 The site has not been the subject of applications considered to be of material relevance to the assessment of this proposal.
4.0 THE DEVELOPMENT PLAN 4.1 The site falls within land zoned for DHSS Purposes on the Braddan Local Plan. While the proposal does not comply with Condition 2(1) as specified in Schedule 4 of the Town and Country Planning (Permitted Development)(Government Owned Land) Order 2012, it is still considered appropriate to assess the proposal against General Policy 2 of the Strategic Plan.
5.0 REPRESENTATIONS 5.1 Highway Services stated there were no highways implications arising from the proposal on 17.03.2017.

6.1 The shed is not large, is attractively styled, and would offer a clear benefit for Hospice residents. Timber sheds are not unusual in semi-rural areas such as this, but even that being the case the shed cannot be readily viewed from public positions. It is concluded that the shed is appropriate in form and would provide a welcome function for residents. It is accordingly concluded that the application complies with GP2 and is recommended for approval.
7.0 INTERESTED PERSON STATUS 7.1 By virtue of the Town and Country Planning (Development Procedure) (No 2) Order 2013, the following persons are automatically interested persons:
o The applicant, or if there is one, the applicant's agent; o The owner and the occupier of any land that is the subject of the application or any other person in whose interest the land becomes vested; o Highway Services of the Department of Infrastructure, and o The local authority in whose district the land the subject of the application is situated.

The development hereby approved relates to the plans, information and photographs date-stamped as having been received 9th February 2017.
