Officer’s Report
THE SITE 1.1 The site is the curtilage of King William's College, a site which lies on the south eastern side of the A5 Douglas Road to the north east of Castletown. The site stretches from Douglas Road to The Promenade and Derbyhaven Road in the south and contains a number of buildings, some of which are Registered - RB185 which includes the entrance walls, the main college building, the chapel and the pavilion. The site includes a number of other buildings including residential accommodation and a sports centre which are much more modern and which are not Registered.
1.2 The application concerns the sports centre which lies between the residential accommodation and the main college building. This building has a variety of finishes and building heights and contains a sports hall, swimming pool, squash courts and administrative facilities. The building has been the subject of a number of recent applications for alterations and extensions.
THE PROPOSAL 2.1 Proposed is a small extension to the sports hall to provide a games store. This will have a footprint of 4m by 9.5m and will be 3m high, finished in Cedral vertical boarding with a single ply roofing system in light grey. The building will have a set of double doors in the rearward elevation and a new set of double emergency doors is also proposed in the other side of the building facing the entrance drive.
PLANNING POLICY 3.1 The site lies within an area designated on the Area Plan for the South as Building for Civic, Cultural or Other Use - College and as mentioned earlier, some of the buildings are Registered but not any which are referred to in the current application.
3.2 As such, the relevant Strategic Plan policy to be applied to this development is General Policy 2:
"Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development:
(b) respects the site and surroundings in terms of the siting, layout, scale, form, design and landscaping of buildings and the spaces around them; (c) does not affect adversely the character of the surrounding landscape or townscape and

(m) takes account of community and personal safety and security in the design of buildings and the spaces around them."
PLANNING HISTORY 4.1 The site has been the subject of a number of applications, many associated with the other buildings on site and some associated with the sports centre. In particular:
05/00275/B - extension to form changing rooms 11/01212/B - redevelopment of swimming pool, sports hall and changing facilities 17/00501/B - alterations and extension to provide additional toilet, changing and shower facilities - all approved.
REPRESENTATIONS 5.1 Highway Services indicate that they have no objections (20.07.17).
ASSESSMENT 6.1 The works are modest and do not change the character or appearance of the building which already has a mixture of finishes and roof planes. The additional emergency doors will enhance the provision for escape.
6.2 The application is recommended for approval.
INTERESTED PERSON STATUS 7.1 By virtue of the Town and Country Planning (Development Procedure) (No 2) Order 2013, the following persons are automatically interested persons: (a) The applicant, or if there is one, the applicant’s agent; (b) The owner and the occupier of any land that is the subject of the application or any other person in whose interest the land becomes vested; (c) Any Government Department that has made written submissions relating to planning considerations with respect to the application that the Department considers material (d) Highway Services Division of Department of Infrastructure and (e) The local authority in whose district the land the subject of the application is situated.
With effect from 1 June 2015, the Transfer of Planning & Building Control Functions Order 2015 amends the Town and Country Planning Act 1999 to give effect to the meaning of the word ‘Department’ to be the Department of Environment, Food and Agriculture unless otherwise directed by that Order.

Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
This approval relates to drawings 01, 02, 03 and 04 all received on 4th July, 2017.
