Area Of Land Adjacent To, Upper Howe Farm, Old Castletown Road, Douglas, Isle Of Man, IM4 1ab
The proposal involves erecting four parabolic satellite antennas (up to 9.67m high, typically 8.5-9.6m when tilted), two equipment buildings, a backup power generator building (117m²), and 2m high dark green welded mesh security fencing on a site zoned for transmitting stations adjacent to existing Arqiva (77m) and DHA…

The proposal was approved as amendments to a recently permitted scheme (PA 16/00266/B) on the same site, with the principle of development already established as compliant with the site's 'Transmittin…
General Policy 2
Requires development in accordance with land-use zoning and other plan policies to be normally permitted. Site zoned 'Transmitting Station Carnane', so proposal complies as radio infrastructure; visual and countryside character impacts assessed acceptable as changes neutral/minor against existing towers.
Environment Policy 4
Protects Wildlife Sites via mitigation or no negative impacts. Manx Wildlife Trust report confirms low-impact on heathland (gorse area, small footprint); condition requires acid rock track to protect habitat, providing in-built mitigation via open verge.
Environment Policy 5
Supports development in Wildlife Sites if impacts mitigated. Assessment mirrors prior approval: unlikely to seriously affect ecological interest; management recommendations noted but not conditioned as unlawful.
Environment Policy 2
Protects countryside character. Long-distance views show proposal contained between towers without harmful change; amendments reduce visual bulk, ensuring no undue effect.
Infrastructure Policy 3
Supports communications infrastructure balancing need against environment. Site zoning and technical necessity (line-of-sight to southern horizon) met; visual analysis shows least obtrusive option.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
Fencing colour
For the avoidance of doubt, the two metre-high fencing shown on approved Plan ES1-013 Rev C, date-stamped as having been received 25th January 2017, shall be dark green in colour unless otherwise agreed in advance with the Department. Reason: In the interest of reducing the visual impact of the fencing in view of its prominent location on this hillside.
Access track materials
Any hardcore or gravel material used to make up or maintain the access track within the application site shall be formed of local acid rock unless otherwise agreed in advance with the Department. Reason: In the interest of protecting the heathland habitat in the area, which requires an acidic basis.
Antenna removal if redundant
If any of the antennae are no longer required or used for the purpose stated in the application, they must be removed from site and the ground restored to its previous condition within six months of the cessation of use. Reason: to protect the countryside from unwarranted development.
