1.0 THE APPLICATION SITE - 1.1 The application site is 72 Derby Road, Douglas, which is a mid-terraced dwelling situated in the Douglas (Woodbourne Road) Conservation Area and which has an enclosed rear yard situated on the northern side of the highway. To the rear is an unadopted access lane, but the yard is not visible from this lane owing to a 2.5m high stone wall forming the boundary treatment. - 1.2 Wooden decking has recently been installed within part of the rear yard at a height of 0.3m above the ground floor level, and brings the entirety of the yard to the same topographical level.
2.0 DESCRIPTION OF THE APPLICATION - 2.1 Retrospective planning approval is sought for the installation of the decking.
3.0 PLANNING HISTORY - 3.1 The site has been the subject of recent applications for the installation of replacement windows (PA 16/00287/B), replacement door (PA (16/00472/B), and both replacement windows and doors (PA 15/00596/B), but none of these is considered material to the assessment of the current application.
4.0 PLANNING POLICY - 4.1 The site is zoned as Predominantly Residential on the Douglas Local Plan, meaning the application falls to be assessed against the relevant parts of General Policy 2 as well as Environment Policy 35 of the Strategic Plan.
5.0 REPRESENTATIONS - 5.1 Highway Services of the DoI stated the proposal had no highway implications on 24th October 2017, while Douglas Borough Council offered no objection in a letter dated 30th October 2017.
6.0 ASSESSMENT - 6.1 The decking is modest in scale and form and its timber finish is not inappropriate for its use or this location. The rear yard cannot be seen from public positions and therefore there is no impact on public amenity.
7.0 CONCLUSION - 7.1 The proposed development is judged to satisfactorily preserve the character and appearance of the Conservation Area. As the application is retrospective, no conditions are recommended.
