1.0 THE APPLICATION SITE 1.1 The application site is the residential curtilage of 12 Stanley Mount, Peel, which is mid- terraced residential dwelling situated to the south of the highway in Peel's Conservation Area. The dwelling has uPVC fenestration throughout. The windows are top-opening casements.

2.0 DESCRIPTION OF THE APPLICATION 2.1 Full planning approval is sought for the installation of a replacement front door and ground floor window. Both are like-for-like in appearance and material, although the drawing submitted with the application shows the door being black but annotated as coloured white.
3.0 PLANNING HISTORY 3.1 The site has not been the subject of applications judged to be of material relevance to the assessment of the current application.
3.2 It is evident that the current windows and door are not original to the dwelling, but it is not known when they were installed.
4.0 PLANNING POLICY 4.1 As Stanley Mount falls within Peel's Conservation Area, Environment Policy 35 and General Policy 2 of the Strategic Plan, and Planning Circular 1/98 are relevant. No Character Appraisal accompanies the Conservation Area designation.
5.0 REPRESENTATIONS 5.1 No comments have been received at the time of writing, three days after the end of the consultation period.
6.0 ASSESSMENT 6.1 12 Stanley Mount falls within an area where few of the dwellings retain their traditional window opening methods, including as noted the application site itself. It has not been possible to determine when the windows and doors were replaced. What is proposed essentially represents a continuation of the existing situation. This is clearly not ideal from a preservation point of view but, given the character of the surrounding area, it is not considered that a refusal to this application could be sustained. Moreover, what is proposed relates solely to the ground floor such that an insistence on the more appropriate sliding sash opening mechanism would leave the dwelling's frontage with a somewhat disordered appearance.
7.0 CONCLUSION 7.1 It is concluded that the development proposed would preserve the character and appearance of the area and, as such, is judged to be in accordance with GP2 and EP35. Accordingly, the application is recommended for approval.
7.2 It is to be remembered that the Department cannot generally control colour of materials. In this case, a black door may be preferable in appearance but not to a degree sufficient to warrant the addition of a condition specifying this.
8.0 INTERESTED PERSON STATUS 8.1 By virtue of the Town and Country Planning (Development Procedure) (No 2) Order 2013 Article 6(4), the following persons are automatically interested persons:
(a) The applicant, or if there is one, the applicant's agent; (b) The owner and the occupier of any land that is the subject of the application or any other person in whose interest the land becomes vested; (c) Any Government Department that has made written submissions relating to planning considerations with respect to the application that the Department considers material; (d) Highway Services Division of Department of Infrastructure, and (e) The local authority in whose district the land the subject of the application is situated.
8.2 The decision-maker must determine:
o whether any other comments from Government Departments (other than the Department of Infrastructure Highway Services Division) are material, and

o whether there are other persons to those listed in Article 6(4) who should be given Interested Person Status. __
