The officer concluded the proposal is acceptable because it is of very similar level, nature, and scale to the approved scheme in PA 16/00262/B, which was deemed compliant with Housing Policy 15.
General Policy 3
Presumption against development in Open Space areas. Officer acknowledged this but found extensions supported by other policies despite the constraint.
Environment Policy 1
Presumption against development in designated Open Space (not High Landscape Value). Balanced against support for residential extensions.
Housing Policy 15
Supports certain extensions to existing residential properties if subordinate and complementary. Officer assessed proposal as compliant, with extensions perceivable from limited positions and reduced massing compared to prior approval.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
No further extensions
Notwithstanding the provisions of the Town and Country Planning (Permitted Development) Order 2012 (or any Order revoking and/or re-enacting that Order with or without modification) no extension, enlargement or other alteration of the dwelling(s) hereby approved, other than that expressly authorised by this approval, shall be carried out, without the prior written approval of the Department.
