Officer’s Report
APPLICATION SITE The application site is the curtilage of an existing dwelling known as Thie Ny Cronk situated on the northern corner of the crossroads at Ballajora where the Dreemskerry Road meets the road which leads towards Maughold Church; to the south is the road which leads to Hibernia.
THE PROPOSAL 2.1 Proposed are the alterations to an existing doorway to the south east elevation of the detached garage. The scope of the works would see the glazed door to be flanked by glazed panels with glazing above the existing door to follow the apex of the roof shape.
PLANNING HISTORY 3.1 15/00863/B - Erection of extension to existing detached garage with roof terrace over (comprising amendments to PA 14/01052/B) (retrospective) Approved.
3.2 14/01052/B - Extension to existing detached garage with roof terrace over. Approved.
3.3 10/00750/B - Installation of door and Juliet balcony on guest accommodation and construction of storm porch to main dwelling. Approved.
3.4 00/00928/B - Extension to detached garage and creation of granny flat over.
DEVELOPMENT PLAN POLICIES 4.1 In terms of land use designation the application site is located within a wider area of land that is designated as High Landscape Value and Scenic Significance on the Town and Country Planning (Development Plan) Order 1982.
4.2 In terms of strategic plan policy, the Isle of Man Strategic Plan 2016 contains one policy that is considered specifically material to the assessment of this current planning application. Although the site is within the countryside, it cannot be ignored that the site is an existing dwelling. With this in mind, and given the nature of the proposal it is appropriate to consider General Policy 2, which reads in part:
"Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development:

(b) respects the site and surroundings in terms of the siting, layout, scale, form, design and landscaping of buildings and the spaces around them; (c) does not affect adversely the character of the surrounding landscape or townscape; (g) does not affect adversely the amenity of local residents or the character of the locality;
REPRESENTATIONS 5.1 Garff Parish Commissioners have no objection (12/12/16) 5.2 Highways Services have no objection (19/12/16)
ASSESMENT 6.1 The fundamental issues to consider in the assessment of this planning application are; (i) the impact of the proposed development on the character and appearance of the existing building and (ii) that on the surrounding area and street scene.
6.2 The level and scale of development proposed within this planning application are considered to be relatively modest and not judged to cause harm to the enjoyment of the main dwellinghouse or considered to harm the character and quality of the landscape and wider surrounding area. The detached building is not readily visible from the streetscene and the proposed introduction of glazing panels either side of the existing doorway and above is deemed to enhance the appearance of the elevation and would seek to maximise solar gain.
RECOMMENDATION 7.1 Overall, it is concluded that the planning application is in accordance with aforementioned General Policies of the Isle of Man Strategic Plan 2016 and is recommended for approval.
INTERESTED PERSON STATUS 8.1 In line with Article 6(4) of the Town and Country Planning (Development Procedure)(No2) Order 2013, the following Persons are considered to have sufficient interest in the subject matter of the application to take part in any subsequent proceedings relating to the application: the applicant or, if there is one, the applicant's agent; the owner and occupier of the land the subject of the application; Highway Services, and the Local Authority in whose district the land the subject of the application sits.
