The officer assessed the proposal in the context of the site's location within landscape character areas of Southern Uplands (A2) and Incised Slopes (D15), emphasizing conservation of open character, …
Southern Uplands
Requires conserving open moorland character, uninterrupted skyline, panoramic views, tranquillity, and cultural heritage. Officer assessed the shed as not conspicuous due to position within curtilage, existing trees, and proposed planting, preserving these qualities.
Landscape character area - Port Erin and Port St Mary
Requires maintaining built vernacular, nucleated settlements, field pattern, semi-upland character, and green separation between settlements via landscaping and tree-planting. Proposal tested on softening hard edges and maintaining separation; officer found proposed planting mitigates impact effectively.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
Landscaping implementation and maintenance
All planting, seeding or turfing comprised in the approved details of landscaping must be carried out in the first planting and seeding seasons following the completion of the development or the occupation of the dwellings, whichever is the sooner. Any trees or plants which within a period of five years from the completion of the development die, are removed, or become seriously damaged or diseased must be replaced in the next planting season with others of a similar size and species. REASON: the landscaping of the site is an integral part of the scheme and must be implemented as approved.
Materials approval
The building must be finished in dark green sheeting unless otherwise approved by the Department. Reason: to minimise the visual impact of the building in the landscape.
Agricultural use only
The building must be used only for agricultural purposes. REASON: the countryside is protected from development and an exception is being made on the basis of agricultural need. As such the building must be used for the purposes for which it is approved.
Supports the principle and siting of the building which acknowledges existing trees of amenity value; requests specific details of planting and recommends a planted group to the south.
No highway interest in the application.
No objection.
Forestry Directorate provided positive comments with detailed tree planting recommendations, Rushen Parish Commissioners had no objections, and Highways Division had no highways interest.
Key concern: very exposed location, better suited to blocks of tree cover than individual lines of trees
Forestry, Amenity and Lands Directorate
Conditional No ObjectionThe fact that the proposed barn has been located away from the trees to the north is positive.; The proposal to plant trees along the western boundary of the field (dashed green line) is also positive.; I recommend that the trees are planted in a block as shown by the hatched green area on the attached aerial photograph.; The applicant needs to confirm:
Conditions requested: confirm the number of each species to be planted; confirm the size and specification of trees to be planted (recommend 30-60cm, bare root or cell grown); confirm the planting density (recommend 2m spacing); confirm the planting specification (recommend tubex shelterguard (or equivalent) tree shelters supported with stakes and ties); confirm the post planting maintenance to be undertaken (recommend herbicide 60cm spot spray twice annually for the first 3 years and additional manual weeding inside tree tubes if required, plus annual replacements of dead/failing trees for first 3 years); confirm how the trees will be protected from grazing animals (i.e. stock fencing); trees are planted in a block as shown by the hatched green area
