(1) As discussed at our meeting on the 9 March 2017, planning consent has been granted to develop the application site with office buildings and whilst this has recently expired our long term intention is to build an office premises on this site as the new owners of the site.
(2) Planning consent was provided for use as a temporary car park for 121 spaces (PA 16/00016/C) and whilst this has been in place and in use for the past 12 months we acknowledge that some of the required conditions were not met by the previous applicant and owner of the site at that time and aim to rectify this through this application. The current site plan is attached reference number 0003 as per planning application form. The car park has been surfaced with Type 1 aggregate.
(3) The location plan reference number 0002 has a GREEN boundary marked on it to highlight that we are losing this temporary car park facility, which is leased to us with a total of 45 spaces, on the 12 June 2017 as the new development of a cycle shop starts shortly. This is the primary reason why we are applying to increase the current temporary car park from 121 spaces to 154 spaces to be able to continue to offer the same level of facilities to the RL360 staff located at RL360 House (a short distance to the north west of the application site, as shown on the location plan in BLUE).
(4) The application also retrospectively requests the removal of a mud bank that did run down the side of the site as indicated on plan reference number 0005. Pictures of the bank that was removed are attached reference as Removed Bank.
(5) As mentioned we had intended to remove the back bank on the site (in front of the MEA fence) which has shrubs and small trees but have now decided not to undertake any work on this. An email to Andrew Igoea is attached to this note confirming our position. He is yet to respond however our understanding is that the trees marked in green on the plan reference number 0001 are Hawthorne and those marked in yellow are Gorse. Pictures are attached of the trees and Gorse.
(6) With regard to the temporary car park there are no disabled spaces included as these spaces are already in situ in the main building car park of RL360 House. There are also no provision for cyclists or motorbikes as again these facilities are already in existence in the main car park at RL360 House.
(7) The application includes the requested duration for the temporary car park to be for 4 years. The group is currently acquiring businesses and will at some point look to build premises on this site.
(8) The Department of Highways have been contacted by phone on the proposed car park and confirmed the following:
