The principal issues were the principle of the extensions in countryside, impact on character and appearance, percentage floor area increase, and area impact.
General Policy 3
Restricts development outside zoned areas except for specified exceptions like extensions to rural dwellings. The officer assessed the proposal as compliant given its nature as an extension to existing rural properties on previously developed land.
Environment Policy 1
Protects countryside from adverse development unless overriding national need. The extension was found acceptable due to its limited scale, design, and minimal visual impact from public views, not adversely affecting the countryside.
Housing Policy 15
Approves extensions to traditional countryside properties if respecting proportion, form, and appearance; exceptionally over 50% floorspace. At 21% increase, the contemporary design was exceptionally justified as high-quality and subordinate, respecting the existing properties.
Policy 3 of Planning Circular 3/91: Guide to the Design of Residential Development in the Countryside
Requires extensions to maintain character of original form, typically rectangular and simple like traditional farmhouses. The curved, flat-roofed contemporary design deviated but was accepted as appropriate given precedent and low impact.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
Office use restriction
The office accommodation hereby approved may only be used by the household of 'The Cronk'. Reason: To safeguard the residential amenities of the area, in the interest of highway safety and the application does not propose to create an office unit separate from the main dwellinghouse and has not been considered as such.
