Memo produced 13.01.2017 Representation from the Department of Infrastructure (DOI) Highways Division- PA Ref 16/01386/C Applicant Mr Peter Krejci Site Address Unit 2 The Shipyard Shipyard Road Ramsey Isle Of Man IM8 3DT Highway Services Comment made Oppose Highways Representation history for this case. O on 10/01/17 Conditions (if any) The proposal is to change the use of an industrial unit to a gym. The unit is 96sqm and requires 3 parking spaces for its current use; use as gym will require at least 6 parking spaces based on 1 space per 15sqm. The application states that the peak time for operation will be between 6.30am and 9am when upto 8 customers plus 1 member of staff will be on site; allowing for some customers arriving on foot or on bicycle or motorcycle there is still a requirement for at least 6 parking spaces. Depending on the timing of the classess there may be a requirement for additional parking to accomodate an overlap of customers arriving and leaving. Unlike retail or commercial sites, industrial sites tend to have vehcile movements earlier in the day than 9am and so the peak operating hours of the proposal will conflict with the morning traffic movements and parking requirements of the adjacent units. The proposal is unable to provide additional car parking on site. Highway Services recommends refusal of this application on the grounds that it cannot provide adequate parking as required by GP 2 (h). Highways Officer
