Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
The development hereby approved relates to Drawings 01 and 02, both date-stamped as having been received 1st August 2017.

By virtue of the Town and Country Planning (Development Procedure) (No 2) Order 2013, the following persons are automatically interested persons:
1.0 THE APPLICATION SITE - 1.1 The application site is an irregularly shaped parcel of land that includes the buildings and associated gardens of the Hospice Care building approved under PA 05/00902/B, situated within the Noble's Hospital Complex. The building has a footprint that is highly varied in shape, with gardens to the east, beyond which is an agricultural field. To the south is Millennium Woodland. - 1.2 The building has two entrance lobbies, 'Reception Area 1' being towards the northwest corner and 'Reception Area 2' more centrally located further south: both are in the westernfacing elevation, with the former being the larger and more prominent.
2.0 DESCRIPTION OF THE APPLICATION - 2.1 Full planning approval is sought for alterations to both the aforementioned entrance lobbies. These alterations appear to be designed to enable non-stepped (or at least a smoother) access into the building as there are some internal alterations shown as well. These, however, do not require planning approval as they are entirely within the building.
2.2 This would have its central pair of doors and associated windows and walls to the side almost fully removed and replaced with a pair of fully-glazed, sliding automatic doors. There would be a sliver of the existing windows and walling retained, with these apparently providing the frame into which the new sliding doors would sit. A section / reveal drawing at 1:10 scale has been provided, which shows this in more detail. - 2.3 Also proposed here is the installation of a pitched canopy, which would match the existing gable in pitch, and would project 1.8m outwards (northwestward), supported by stainless steel poles.
2.4 Proposed here is the installation of a curved canopy, also projecting 1.8m outwards from the existing doors. No other alteration is proposed in respect of this part of the building.
3.1 The site has not been the subject of applications considered to be of material relevance to the assessment of this proposal. - 4.0 THE DEVELOPMENT PLAN
4.1 The site falls within land zoned for DHSS Purposes on the Braddan Local Plan. While the proposal does not comply with Condition 2(1) as specified in Schedule 4 of the Town and Country Planning (Permitted Development)(Government Owned Land) Order 2012, it is still considered appropriate to assess the proposal against General Policy 2 of the Strategic Plan. - 5.0 REPRESENTATIONS
5.1 Highway Services stated there were no highways implications arising from the proposal, Braddan Parish Commissioners offered no objection, both on 18.08.2017.
6.1 The development proposed would provide a welcome uplift to the appearance of these entrance areas, and also provide a clearer presence for them on the building. This will help improve the quality of the experience for visitors by aiding wayfinding as well as the general experience of the building, as will the improved access arrangements internally.
6.2 As the proposed works would improve the appearance of the building and experience of its users, both in visual and access terms, it is concluded that the application complies with parts (b) and (h) of General Policy 2 and, accordingly, is recommended for approval.
