The officer assessed the impact of removing the seven chimney stacks on the appearance of the buildings, the terrace, and the wider area.
General Policy 2
General Policy 2 permits development in accordance with zoning and other policies provided it respects the site and surroundings in terms of siting, layout, scale, form, design (b), does not adversely affect the character of the surrounding townscape (c), and does not adversely affect the character of the locality (g). The officer assessed the chimney removal against these criteria and found it failed all three, as the stacks are key uniform features of the Victorian terrace that punctuate the skyline; their loss would harm the appearance of the buildings, row, and street scene despite no formal Conservation Area designation.
