This Planning Statement is submitted in support of an application by Mr Richard \& Mrs Clare Jackson (the Applicant) that seeks i) approval for use of existing summer house in rear garden for use as a 'home hairdressing business' by applicant (retrospective), and; ii) creation of vehiciular hardstanding at front of property (proposed)
The submitted plans confirm that the application site is located in a predominantly residential area. The application site is on the Northern side of a cul-d-sac. The application property is an end of terrace property with access to the rear garden via a pathway to the side of the property and also via a rear lane,
Clare Jackson (the Applicant) is 36 years of age and upon leaving school at 16 trained as a hairdresser. Since qualifying she has predominantly been self employed working from commercial premises on a 'rent a chair' basis.
The applicants have 3 children, two of which are still at primary school and require childminding during school holidays and outside of school hours. Harley is 10 years old and Lacy is 5 years old. Clare found that the overheads relating to funding childminding and the associated costs hairdressing on a 'rent a chair' basis was not sustainable and therefore Clare decided the only option to maintain an income was to work from home.
Her attempt to carry out the hairdressing from within the family house did not prove successful due to the constant play activities of the children. It was therefore decided to use the summerhouse to carry out her hairdressing in a more serene environment.
This application seeks approval for the following; i) Retrospective approval for use of existing wooden summer house in rear garden for 'Home Hairdressing Business' by applicant, and; ii) Proposed Alterations to create vehicular hard-standing at front of property
Clare is a self employed hairdresser and works alone. She does not employ staff nor use any part time or ancillary help to carry out her business.
The majority of her clients are elderly and live within walking distance from the application site which is convenient for the clients as many don't have their own transport or are able to drive.
Many other clients use public transport to visit. The IOM Bus route passing by the end of Third Avenue approx 45m away from the application site. The frequency of buses passing (services 1, 2, 2a & 12) is approx every 20 minutes.
Clients are booked an appointment only basis, and only one client at a time without any overlap therefore avoiding anybody waiting. Please note that a typical appointment diary can be produced if necessary to confirm this point.
The summerhouse/hairdressing cabin is appropriate for the residential setting. It is very modest in size and discreetly located. The external finishes are appropriate for a residential setting. The walls are of horizontal clad timber and the roof of green mineral felt.
The building measures approx only 2.6 x 2.6m internally and cannot accommodate more than one client at a time. Within the building there is a hair wash sink and two chairs. Two chairs are provided in case a parent arrives with their child.
The operations within (i.e. hairdressing) do not cause any nuisance with regard to noise or light pollution and the extent of activity with regard to 'coming and going' of clients is insignificant and is not detrimental to the residential location.
The building does not display any advertising nor any other commercial regalia. Additionally the applicant does not advertise her business in the telephone directory or local press. It is operated very discreetly in a non detrimental manner, in keeping with the residential area within which it is situated.
Whilst not being specific we are aware of numerous similar businesses that are carried out from home within predominantly residential areas and all in complete harmony with their surroundings without conflicting with the residential amenities of the area. Such uses are hairdressing, beauticians, chiropractor, physiotherapy, tanning, osteopaths, acupuncture, nutritionist, nail parlour etc.
With regard to any additional increase in demand for carparking generated by any clients arriving by car we confirm that it is the applicant's intent to create a vehicular hardstanding to the front of their property in a similar manner to that created to the neighbouring property at no 14, including several others in the cul-d sac. This application shows details of this proposal.
The proposed hard-standing will have a frontage of approx 7.2m which will actually accommodate 3no spaces at 2.4m wide. However a more generous car space width will accommodate a minimum of 2no cars off the road which will provide a net increase of 1 or 2 car spaces available compared to what currently exists, when discounting the space lost in the road to accommodate access to the hard-standing. This space could of course be used by the applicant or client therefore generating a potential net increase of min 2/max 3 spaces. This net increase will adequately cater for the infrequent additional demand generated when a client arrives by car.
Taking the above mitigating circumstances into account we respectively request that this application be granted approval.
