Strategic Policy 2 - Priority for new development to identified towns and villages
Directs new development to towns/villages, permitting countryside development only in exceptional GP3 cases. Proposal does not qualify but material considerations (ancillary use, design) tip balance in its favour.
Spatial Policy 5
Requires new development to positively contribute to environment via design. Amendments achieve more traditional rural appearance, lessening impact.
Strategic Policy 5
Restricts new development to settlements, countryside per GP3. Same considerations as SP2 apply.
General Policy 3
Lists 8 exceptions for countryside development outside zoned areas; proposal fits none directly, but GP1 material considerations (ancillary outbuildings) support approval.
Environment Policy 1
Protects countryside for its own sake; development permitted only for overriding need. Proposal's limited impact deemed not harmful.
Environment Policy 2
In High Landscape Value areas, protects character unless no harm or essential location. Design changes ensure no harm to landscape quality.
