General Policy 2
GP2 permits development in accordance with land-use zoning if it respects the site and surroundings in siting, layout, scale, form, design; does not adversely affect landscape/townscape character, wildlife/habitats, amenity of residents or locality character. The officer assessed the amendments against criteria (b), (c), (d), (f), (g) and found compliance due to no detrimental effects on character, appearance, neighbours or ecology from the modest changes.

ENV4 prohibits development adversely affecting protected species/habitats of international, national or local importance, including those in Areas of Ecological Interest. The site is zoned as Area of Ecological Interest / Semi-Natural Vegetation, but given the minor amendments and nature of the proposal, no adverse impacts were identified; no specific DEFA advice sought as previous assessment stood.
Onchan Local Plan 2000 - Land between Groudle Road and Groudle Glen
This policy allows low density housing in parkland between Lakeside, Groudle Glen, Groudle Road and Groudle River bridge, provided no development within 80m of the river and with sod hedge boundary and public open space. The proposal complies as it is in excess of 80m from the river and within the zoned housing area.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
Incidental use only
The eastern extension hereby approved shall not be occupied at any time other than for purposes incidental to the residential use of the dwelling at 60 Groudle Road as identified on the approved plans, and shall not at any time be occupied as an independent dwelling unit. Reason: To ensure proper control of the development and to avoid any future undesirable fragmentation of the curtilage.
