1.0 APPLICATION SITE
1.1 The application site is a building proposed under 16/1004/B at Battery Pier Depot at South Quay, Douglas. The site is currently occupied by Manx Petroleum for gas storage tank farm.
1.2 The site is enclosed by a wall apx 2m high.
2.0 THE PROPOSAL
2.1 The application is for the erection of non-illuminated signage on the proposed new building which is for a workshop and store for repair and maintenance of Manx Petroleum vehicles.
2.2 The sign is 4.15m x 1.55m - white background with screen printed MANX PETROLEUM text and logo which is red and black.
3.0 PLANNING HISTORY
3.1 There are some historic planning permissions in connection with the gas farm, none of which are relevant to this application. There is also an application for the erection of the building 16/01004/B.
3.2 Opposite the site there is an application pending for alterations to the Lifeboat station and some seaward side development to accommodate the new life boat.
4.0 PLANNING POLICY
4.1 The site is within an area designated as Light Industrial under the Douglas Local Plan of 1998. As such It is appropriate to consider General Policy 6 of the Isle of Man Strategic Plan (20th June 2016).
4.2 General Policy 6 of the Strategic Plan relates to proposals for signage. It states: "Within our towns and villages, the display of external advertisements will be permitted on the site or building to which they relate provided they: (a) are of a high standard of design and materials and relate well to the building and site on which they are to be displayed; (b) are in keeping with and do not detract from the surrounding area; and (c) are located so as not to cause a highway safety hazard."

5.0 REPRESENTATIONS
5.1 Douglas Borough Council have no objection to the application. 22.09.16
5.2 DOI Highways - do not oppose. 26.09.16
6.0 ASSESSMENT
6.1 The main issue to be assessed in the determination of this application is whether the signage would meet the requirements of GP6.
6.2 It is considered that the sign is of a high quality design and will relate to the building. It is a fairly modest sign and as it is located within an Industrial area and no illumination is proposed it is considered to have minimal visual impact and would not detract from the surrounding area. Highways have raised no concerns therefore the siting of the proposed signage is not deemed to cause a highway safety hazard.
6.3 Overall, it is concluded that the planning application is in accordance with General Policy 6 of the Isle of Man Strategic Plan 2016.
7.0 RECOMMENDATION
7.1 It is recommended that the application be permitted.
8.0 PARTY STATUS
8.1 By virtue of the Town and Country Planning (Development Procedure) (No 2) Order 2013, the following persons are automatically interested persons: (a) The applicant, or if there is one, the applicant's agent; (b) The owner and the occupier of any land that is the subject of the application or any other person in whose interest the land becomes vested; (c) Any Government Department that has made written submissions relating to planning considerations with respect to the application that the Department considers material , in this case, Department of Infrastructure Highway Services and (e) The local authority in whose district the land the subject of the application is situated.
With effect from 1 June 2015, the Transfer of Planning & Building Control Functions Order 2015 amends the Town and Country Planning Act 1999 to give effect to the meaning of the word 'Department' to be the Department of Environment, Food and Agriculture unless otherwise directed by that Order.
