General Policy 3
Prohibits development outside zoned areas except in specific cases including overriding national need. Officer applied to temporary campsite in countryside/open space, weighing tourism accommodation need during major events against protection, finding it acceptable due to prior approvals and limited duration.
Environment Policy 1
Protects countryside from adverse development unless overriding national need with no alternative. Assessed visual impact as not significant due to temporary nature, site topography limiting views, and no permanent changes.
Environment Policy 22
Prevents development harming amenity via noise, odour etc. Considered potential disturbance to Sunnyside but found acceptable given prior operation without issues, event traffic context, and EPU support.
Business Policy 11
Requires tourism development to respect countryside policies. Officer noted no specific camping policies but applied countryside protections equally, supported by tourism strategy need.
