Officer’s Report
THE SITE 1.1 The site is the premises of the Co-op in Michael Street in Peel. The property sits on the northern side of the street and has a simple shopfront to the street with a single pedestrian entrance, a window each to the left and right of the door, an infilled window to the right of that and another infilled window to the right of that which has an advertising vinyl within it.
THE PROPOSAL 2.1 The operator of the site has recently changed its logo and branding to a bold turquoise "coop" sign which the applicant would like to install in place of the existing "The co-operative food" logo which is in navy blue and green. Accompanying the new turquoise fascia sign will be white lettering stating "Welcome to Peel's Co-op" and a projecting turquoise "coop" sign to the left of the fascia.
2.2 The projecting sign will feature lettering will be formed by individual lettering on a mild steel backing plate with the letters constructed in timber and external lighting positioned above the lettering shining down on it. The fascia sign will have halo illuminated letters on a mild steel mounting plate with the letters having aluminium sides and returns. The halo effect lighting involves lighting the same shape as the letters and illuminating the letters from underneath.
2.3 Two additional small projecting signs are also proposed on the right hand side of the fascia, indicating the lottery and payment facilities available within the site.
PLANNING POLICY 3.1 The site is within an area designated on the Peel Local Plan of 1989 as Mixed Use and also within Peel's Conservation Area.
3.2 As such, the following Strategic Plan guidance is relevant:
Environment Policy 35 states "Within Conservation Areas, the Department will permit only development which would preserve or enhance the character of appearance of the area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development" and
Environment Policy 37: "As a general policy, advertisements within Conservation Areas will be permitted if:
i) the proposal preserves or enhances the Conservation Area; ii) the signage is in a style appropriate to the character of the area;

iii) traditional materials and finishes are used and glossy and highly reflective materials are excluded from proposals; and iv) internally illuminated box fascia and projecting box signs are excluded from the proposals".
PLANNING HISTORY 4.1 The site has been the subject of a number of applications for replacement signage, shop fronts and alterations to windows, none of which is considered relevant to the current proposal, other than illustrating that the frontage is not original or old and that signage has changed from time to time (1991, 1993, 2001, 2008 and 2014).
REPRESENTATIONS 5.1 Highway Services raise no objection as the proposal is to replace the existing store signage at the Co-op in Peel and the proposed signs will not obstruct the highway or extend over the highway in such a manner as to increase the risk to highway users (17.11.16).
5.2 Peel Town Commissioners raise no objection (15.11.16).
ASSESSMENT 6.1 The issue in this case is whether the new signage is appropriate in appearance, illumination and materials for the Conservation Area in which it is proposed, having regard to the need to preserve or enhance the character or appearance of the Area. It is also relevant to consider the existing character of the area and other existing signage in the vicinity. The property already has a projecting sign similar to that now proposed other than for the colour and a fascia sign longer than what is now proposed. Other property has projecting signs and fascia signs, none of which is particularly notable nor dissimilar to what is proposed.
6.2 The proposed signage is not striking, due to its colour and whilst the colour of the shopfront as shown, being the same black colour as the signage appears a little excessive, this is not a matter either for the planning application or for the planning process although it has been raised with the applicant for consideration.
6.3. The application is recommended for approval.
PARTY STATUS By virtue of the Town and Country Planning (Control of Advertisements) Regulations 2013, the following persons are automatically interested persons: (a) The applicant, or if there is one, the applicant's agent; (b) The owner and the occupier of any land that is the subject of the application or any other person in whose interest the land becomes vested; (c) Persons to whom notice has been given under regulation 10(3)(a)(i) (d) Any Government Department that has made written submissions relating to planning considerations with respect to the application that the Department considers material; (e) The Highways Division of the Department of Infrastructure; (f) The Ports Division of the Department of Infrastructure; (g) The operator of the railway or tramway; and (h) The local authority in whose district the land the subject of the application is situated.

C 1. The advertisement(s) hereby granted consent shall be begun before the expiration of four years from the date of this notice.
Reason: To avoid the accumulation of unimplemented advertisement consents.
N 1. Whilst not a matter for this application or the planning process, the applicant is encouraged to reconsider the black colour of the shopfront which results in a very uninteresting frontage within a Conservation Area.
This decision relates to the site plan, Collections, Proposed Elevation, Photos of Store, Existing Elevations, the photomontages and location plans all received on 25th October, 2016.
