The Application Site

1. The application site comprises the residential curtilage of a detached dwelling located on Willow Lane in the Eairy area of Marown.

The Proposal

1. The planning application seeks planning approval for relocation of part of an existing stables/tack facility located within the application site. The proposed development essentially seeks to reposition part of the existing stables changing it from an L-shape arrangement to a linear arrangement.

Planning History

1. The application site has been the subject of a number of previous planning applications, one of which is considered specifically material to the assessment of this current planning application:

1. Planning application 96/00277/B sought planning approval for the erection of two horse stables adjacent to existing stables on the application site. This previous planning application was approved on the 19th June 1996.

Planning Policy

1. In terms of land use designation the application site is not designated for any site specific purpose under the Isle of Man Planning Scheme (Development Plan) Provisional Order 1982.

1. In terms of strategic plan policy, the Isle of Man Strategic Plan 2007 contains two policies that are considered specifically material to the assessment of this current planning application.

1. Environment Policy 19 states:

"Development of equestrian activities and buildings will only be accepted in the countryside where there will be as a result of such development no loss in local amenity, no loss of high quality agricultural land (Classes 1 and 2) and where the local highway network can satisfactorily accommodate any increase in traffic (see Environment Policy 14 for interpretation of Class 1 and 2)."

1. Environment Policy 21:

"Buildings for the stabling, shelter or care of horses or other animals will not be permitted in the countryside if they would be detrimental to the character and appearance of the countryside in terms of siting, design, size or finish. Any new buildings must be designed in form and materials to reflect their specific purpose; in particular, cavity-wall construction should not be used."

Representations

1. Marown Parish Commissioners have no objections to the planning application.

Assessment

1. The proposal basically rearranges existing development as opposed to creating new development on site. As the overall level of development does not significantly increase and there is provision for related equestrian development within planning policy the development proposed by the planning application is considered to be unobjectionable. Public amenity, private amenity and highway safety are not unduly affected by the proposal.

Recommendation

1. It is recommended that the planning application be approved.
