Officer’s Report
1.0 SITE
1.1 The application site is the curtilage of an existing property 18 Duke Street, Douglas, which forms part of a two storey mid-terraced property located to the eastern side of Duke Street and north of Lord Street. The property is currently occupied by a Co-Op supermarket.
2.0 PROPOSAL
2.1 The application seeks approval for the installation of a number of adverts;
1 x internally illuminated projector - 'COOP' blue lettering o/a dimensions 673mm 584mm - COOP lettering 500mm x 473mm lettering only to illuminate - both sides
1 x fascia with illuminated logo - 9830mm x 760mm x 95mm dark grey wood effect aluminium - COOP logo 500mm x 500mm to project 50mm internally illuminated - white acrylic lettering Welcome to Duke Street's Co-op
1 x non illuminated wall mounted panel - 450mm x 450mm x 3mm ' COOP blue white lettering Remember your reusable bags
2.0 While the illustrations also show 1 x paypoint projecting sign, 1 x cash projecting sign and 1 x lotto projecting sign these were confirmed by the agent on 11.08.16 that they did not form part their remit or this application.
3.0 PLANNING HISTORY
3.1 The current adverts were approved under 09/00056/D. There are no previous planning applications which are considered relevant in the assessment and determination of this application.
4.0 PLANNING POLICIES
4.1 In terms of local plan policy, the application site is within an area recognised as being within a mixed use area (town centre) under the Douglas Local Plan. The site is not within a Conservation Area.

4.2 The Strategic Plan contains two policies of relevance to the determination of the application. General Policy 6 states: "Within our towns and villages, the display of external advertisements will be permitted on the site or building to which they relate provided they:
(a) are of a high standard of design and materials and relate well to the building and site on which they are to be displayed; (b) are in keeping with and do not detract from the surrounding area; and (c) are located so as not to cause a highway safety hazard".
4.3 General Policy 7 reads as follows: "Within our towns and villages, the display of external advertisements on sites or buildings other than those to which they relate will not generally be permitted."
5.0 REPRESENTATIONS
5.1 DOI Highways do not oppose. 22.06.16.
5.2 Douglas Corporation do not object to the proposal. 15.07.16.
6.0 ASSESSMENT
6.1 The main issues to consider in the assessment of this planning application are the impact of the proposed signage on the character of the area, the existing building and the street scene.
6.2 The signage is generally upgrading and modernising what is already on the site. Whilst there is to be internal illumination, what is proposed is appears to quite elegant and modern in design with lettering only illuminating.
6.3 The signs would be in keeping with the building and would not detract from the surrounding area, as there are signs on the other businesses in the immediate vicinity. As the signs are located on the building it is considered that the proposed adverts will not cause a highway safety issue. The proposed illuminated signage is not considered to cause a detrimental impact on public or private amenity given the existing level of lighting present within Duke Street from public lighting and other shop illuminations.
6.4 For the reasons mentioned above, the proposed signage is considered to be of a high standard of design and materials and relate well to the building and site on which they are to be displayed and are in keeping with and do not detract from the surrounding area
6.5 Overall, it is concluded that the planning application is in accordance with General Policies 6 and 7 of the Isle of Man Strategic Plan 2016.
7.0 RECOMMENDATION
7.1 Therefore the application is recommended for approval.
8.0 PARTY STATUS
8.1 By virtue of the Town and Country Planning (Control of Advertisements) Regulations 2013, the following persons are automatically interested persons: (a) The applicant, or if there is one, the applicant's agent; (b) The owner and the occupier of any land that is the subject of the application or any other person in whose interest the land becomes vested; (c) Persons to whom notice has been given under regulation 10(3)(a)(i)

(d) Any Government Department that has made written submissions relating to planning considerations with respect to the application that the Department considers material; (e) The Highways Division of the Department; (f) The Ports Division of the Department; (g) The operator of the railway or tramway; and (h) The local authority in whose district the land the subject of the application is situated.
"With effect from 1 June 2015, the Transfer of Planning & Building Control Functions Order 2015 amends the Town and Country Planning Act 1999 to give effect to the meaning of the word 'Department' to be the Department of Environment, Food and Agriculture unless otherwise directed by that Order"

This approval relates to the installation of a fascia sign, 1 x projecting sign and circular flush sign as shown Location Plan, Site Plan, Proposed Elevation 1 and Collections drawings all date stamped received 09 June 2016.
I can confirm that this decision has been made by a Senior Planning Officer in accordance with the authority afforded to that Officer by the appropriate DEFA Delegation.
