Officer’s Report THE SITE
1.1 The site is the land associated with Ballerghy Farmhouse along with the single vehicle width lane access onto the Lhergy Cripperty, which is defined in red, the remaining land being defined in blue. The site focuses upon a small group of buildings - the farmhouse and a large barn to the rear and other, smaller stone outbuildings. - 1.2 The house has some semblance of a traditional dwelling - a Manx cottage with a catslide roof but the property has lost one of its chimneys at some point, has had casement windows installed which detract a little from its traditional appearance. The dwelling is some 370m from the main road at its closest point and the road is higher than the site at this point. Alongside is a shed which is used as a workshop and beside that is a cottage (approved under PA 93/00059/B). - 1.3 The current application concerns two small buildings - a former piggery and an outdoor toilet ("thie veg"). To the rear of the thie veg is a newly formed patio area and work appears to be being undertaken in respect of drainage around the building. THE PROPOSAL
2.1 Proposed is the re-roofing of the piggery, providing a 30 degree pitched roof finished in black galvanised metal. The existing walling will be retained and built up where necessary with sheeting to make up the additional wall height. This building is to be used for the storage of machinery currently on site. - 2.2 Also proposed is the creation of a shower and toilet facility to the rear of the existing thie veg building. This will have a footprint of 3.6m by 1.6m and will also be finished in black galvanised sheeting. The height of the building will be slightly lower than the height of the stone wall to the south and the same level as the eaves level of the thie veg. The structure will have a door on the northern elevation, a rooflight and window and otherwise solid walls. It is intended that the facilities will be available to those working outside on the holding. PLANNING POLICY AND STATUS
3.1 The site lies within an area designated on The Isle of Man Planning Scheme (Development Plan) Order 1982 (incorrectly referred to in the reports on PAs 15/00390/B and 15/00727/B as within the Braddan Local Plan area) as of High Landscape Value and Scenic Significance and also within a small area of Woodland. As such, there is a presumption against development here as set out in Environment Policies 1 and 2 of the Strategic Plan.
4.2 Department of Infrastructure Highway Services indicate that they have no objection (06.06.16). PLANNING HISTORY - 5.1 The site has been the subject of four previous applications:
PA 93/00059/B for the erection of a replacement guest cottage which was approved. PA 15/00390/B for the reinstatement of a chimney stack, installation of two dormers and window and door alterations - approved
6.1 There are no specific policies on the re-use and extension of such small incidental buildings as those which are the subject of the current application although the Strategic Plan contains policies which generally support the conversion and re-use of buildings of interest (Environment Policy 16 and Housing Policy 11). It is also important to bear in mind in any decision-making, the general policy to protect the countryside for its own sake.
6.2 In this case, the proposed works will not retain as is any existing fabric but the proposals for the piggery will bring a new use to something old and of relevance to the holding as a whole and the provision of shower facilities as proposed is in a modest and discreet manner which will not be visible to the public and even if it were, the proposal is considered acceptable. - 6.3 The proposed works are considered modest and unobjectionable and are recommended for approval.
7.1 7.1 By virtue of the Town and Country Planning (Development Procedure) (No 2) Order 2013, the following persons are automatically interested persons:
With effect from 1 June 2015, the Transfer of Planning & Building Control Functions Order 2015 amends the Town and Country Planning Act 1999 to give effect to the meaning of the word 'Department' to be the Department of Environment, Food and Agriculture unless otherwise directed by that Order.

C 1. The development hereby approved shall be begun before the expiration of four years from the date of this decision notice.
Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
N 1. For the avoidance of doubt, no approval is hereby granted to the rebuilding of any fabric shown in the drawings as being retained.
This approval relates to drawings 001, 002, 003, 004, 005, 006, 007, 008, 009, 010, 011, 012 and 013 all received on 16th May, 2016.
